Asbestos Management Plan Peterborough
Asbestos management plans for Peterborough dutyholders and property portfolios. Turn survey evidence into clear responsibilities, contractor checks, monitoring arrangements, emergency procedures and actions with named owners and completion dates.
Survey, register and management plan are not the same document
Good management uses reliable inspection evidence but continues after the survey report has been issued.
Survey
Provides inspection evidence about known or presumed ACMs within a defined scope.
Register
The live record of known and presumed ACM locations, condition, risk information and changes.
Management plan
The procedures explaining responsibilities, monitoring, contractor controls, action priorities and emergency arrangements.
UKAS-accredited inspection and testing, with the scope kept clear
Asbestos Surveying and Monitoring Ltd holds UKAS accreditation number 32982 for defined inspection activities to ISO/IEC 17020 and testing activities to ISO/IEC 17025. The current schedules define the accredited activities and locations. Bulk asbestos identification is undertaken at the Sunderland laboratory.
Accreditation applies to the organisation and its defined activities. Asbestos removal, preparation of management plans, watching briefs and soil remediation are not described as UKAS-accredited work.

An asbestos management system that works across Peterborough premises
Multi-tenant commercial property
Record who controls each area, who receives contractor enquiries and who can authorise intrusive work. A landlord, managing agent and tenant may hold different information and maintenance responsibilities. Set a clear route for sharing the relevant register entries and checking the adequacy of survey coverage before a contractor drills, opens or removes building fabric.
Planned housing and estate maintenance
Use a consistent address and asset reference across surveys, registers, work orders and completion records. Schedule condition monitoring around the assessed risk and practical access, then assign actions to named people. Repeated property types should not lead to generic records that conceal differences in materials, previous alterations or inspection restrictions.
From purchase or tenancy change to operation
When responsibility changes, review the asbestos evidence, open actions and access to the current register. The new responsible team needs the information before maintenance starts, not only when the next annual review is due. Confirm deputies, emergency contacts and the method for updating records after refurbishment, removal or a newly identified material.
Who has the duty to manage?
HSE says the duty can fall on the building owner, landlord or person or organisation with clear responsibility for maintenance or repair of non-domestic premises and common parts of multi-occupancy domestic premises.
Read ASM's Regulation 4 guide.

A site-specific management plan should be easy to find, update and use
The written plan should connect the register to real maintenance decisions and named responsibilities.
Responsible people
Name the person responsible for asbestos management and suitable deputies with authority to implement the plan.
Current register
Include or clearly reference the current register, site plans, known and presumed ACMs and uninspected areas.
Monitoring schedule
Define how ACM condition is checked and how changes feed into the register and actions.
Contractor controls
Explain how planned work is checked against asbestos information before disturbance.
Priority actions
Assign clear owners and timescales for repair, protection, further survey or removal.
Emergency procedure
State what staff should do if asbestos is unexpectedly damaged, drilled, broken or discovered.
Review the management plan every 12 months — and sooner when necessary
HSE's duty-to-manage overview requires the plan to be monitored and reviewed every 12 months or sooner if necessary. It should also be updated after work affecting ACMs, changed responsibilities, accidental disturbance and scheduled condition checks.
Removal, repair, refurbishment, new asbestos findings and accidental damage should feed into the live system when they occur.
Put the register in front of the maintenance decision
Define the work
Establish the exact area and building elements to be disturbed.
Check the register
Review ACMs, presumptions and survey limitations relevant to the work.
Resolve uncertainty
Arrange sampling or an intrusive survey where existing information is inadequate.
Communicate & authorise
Provide relevant information before work proceeds and record the control decision.
Put the plan into the maintenance workflow
Confirm the deliverables when agreeing the commission, then review the information against the actual property or work scope.
- Keep the current register and plan accessible to the responsible people and contractors.
- Name action owners, deputies, review dates and the process for authorising work.
- Record completed actions with evidence and preserve unresolved items until closed.
- Review after relevant change and at the planned interval; provide an emergency route that people can use when the manager is absent.
If a location, quantity or assumption is unclear, resolve it before the relevant maintenance or construction stage. Keep reports and completion evidence together so the next contractor can understand what was assessed, what changed and what still needs attention.
Information to send before we arrange attendance
Property and purpose
Provide the full address, approximate size, current use and the decision you need the service to support. Include separate structures or adjoining areas that are part of the project. Tell us if the building was constructed or altered before 2000 and share any earlier asbestos records.
Work scope and evidence
Send relevant reports, marked plans, photographs taken safely and a concise description of any planned disturbance. State what will be retained as well as removed. Photographs help with scope but cannot confirm whether a material contains asbestos.
Access and programme
Give the proposed dates, occupancy, keyholder, parking or loading constraints and any restrictions on opening the fabric. Confirm who arranges isolation, escorts and specialist access. Attendance, laboratory turnaround and reporting dates are agreed for the project, rather than assumed from an online guide.
Agree a project-specific quotation
The cost depends on the actual scope, available evidence, site access, reporting requirements and programme. Send the relevant survey, register, analytical records or investigation information before the commission is agreed. Identify which services are already appointed and who will authorise any additional work.
Agree the deliverables and exclusions in writing. Site support, repeat attendance, laboratory work, monitoring and follow-up reporting should be identifiable within the quotation so the client can compare equivalent proposals.
Peterborough service area and project enquiries
Discuss projects in Peterborough, Fletton, Stanground, Woodston, the Ortons, Bretton, Werrington and Dogsthorpe, alongside enquiries for Hampton and surrounding villages. Coverage is assessed against the exact postcode, service, access requirements and programme. The construction date and refurbishment history of the individual building determine the asbestos question; a neighbourhood name does not establish whether asbestos is present.

Asbestos Management Plan Peterborough FAQs
Is an asbestos management plan a legal requirement?
Where Regulation 4 applies, the dutyholder must prepare a written plan setting out how asbestos risks will be managed, put it into action, monitor it and keep it under review.
Who is the asbestos dutyholder?
The dutyholder is the person or organisation with responsibility for maintenance or repair of the relevant premises, which may be an owner, landlord, employer or managing organisation.
Is a Management Survey the same as a management plan?
No. The survey provides inspection evidence. The management plan sets out the procedures, responsibilities and controls used to manage that evidence.
How often should the management plan be reviewed?
HSE requires the management plan to be monitored and reviewed every 12 months or sooner where necessary.
Do contractors need access to asbestos information?
Relevant asbestos location and condition information must be provided to people who may work on or disturb ACMs.
Are asbestos management plans UKAS accredited?
The management-plan document itself is not described as UKAS accredited. ASM holds UKAS 32982 for defined asbestos inspection and testing activities.
Does appointing ASM transfer the dutyholder’s responsibility?
No. Specialist assistance can support the management arrangements, but the dutyholder still needs to implement the plan, provide resources, communicate information and ensure actions are followed through.
How should different landlords and tenants share asbestos information?
Define responsibility boundaries, the current register holder and the process for checking and authorising work. Give each contractor the relevant information before disturbance and agree how completed work is reported back into the management system.
