A re‑inspection is a follow-up condition assessment. It checks whether known or presumed asbestos-containing materials remain in the condition previously recorded and whether the management actions, risk information or inspection schedule need updating.

The asbestos register must reflect the building as it exists now—not simply repeat information from the original survey. A re‑inspection helps dutyholders identify changes and provide current information to maintenance teams, contractors and others who may disturb asbestos.

Inspection frequency

How often should asbestos be re‑inspected?

HSE advises that the asbestos management plan and register should be reviewed at least every 12 months, and sooner when circumstances change. The condition-monitoring interval for individual materials should reflect their condition, location, vulnerability and likelihood of disturbance.

Higher-risk or easily damaged materials may require more frequent checks. Re‑inspection should also be brought forward after leaks, impact damage, unauthorised work, changes in occupancy or use, building works, remedial treatment or suspected disturbance.

Important limitations

A re‑inspection is based on existing information

If the previous survey is incomplete, the building has changed substantially, large areas were excluded or the existing records cannot reliably identify the materials, a new or extended management survey may be more appropriate.

Sampling is not normally repeated simply to reconfirm a material that is already positively identified. It may be recommended where records are unclear, a previously presumed material needs confirmation, or a new suspect material is encountered and sampling is within the agreed scope.

How often should asbestos be re‑inspected?

The asbestos management plan and register should be reviewed at least every 12 months and sooner if circumstances change. Condition checks for individual ACMs should be scheduled according to condition, vulnerability, location and likelihood of disturbance. More frequent checks may be appropriate for damaged, accessible or higher-risk materials.

Is an asbestos re‑inspection a legal requirement?

Regulation 4 of the Control of Asbestos Regulations 2012 requires relevant dutyholders to keep records of the location and condition of known or presumed asbestos up to date, monitor ACM condition and review the management plan. A planned re‑inspection is a practical way to obtain the updated condition information needed to support those duties.

Is a re‑inspection the same as a management survey?

No. A management survey is used to locate and assess ACMs that could be disturbed during normal occupation and foreseeable maintenance. A re‑inspection revisits materials already recorded to check their current condition. If the original information is incomplete or no longer reliable, an updated management survey may be required.

Does a re‑inspection include asbestos sampling?

Usually not for materials already identified. Sampling may be appropriate when previous information is unclear, a presumed material needs confirmation, or a new suspect material is found and sampling forms part of the agreed scope.

Can I use a re‑inspection before refurbishment or demolition?

No. A re‑inspection is not sufficiently intrusive for work that will disturb the building fabric. A suitable refurbishment or demolition survey must cover the full proposed work area before intrusive work begins.

What if a recorded asbestos material cannot be located?

The report should record that the material was not located or accessed, explain the limitation and recommend the next action. It should not simply be removed from the register without reliable evidence that it has been removed or that the original record was incorrect.

Can ASM manage re‑inspections across a property portfolio?

Yes. ASM can plan programmes for individual buildings or multi-site estates, using an agreed scope, site schedule and reporting format. Providing the current registers in advance helps identify missing information and build an efficient attendance programme.

What information should I provide for a quote?
