Four-stage clearance is not simply an air test. The analyst must complete each stage in sequence. A failure at any stage prevents progression until the relevant issue has been rectified and the stage is reassessed.
Preliminary site check
The analyst checks job completeness and whether the enclosure, work area, transit route, waste route, hygiene arrangements and supporting documentation are ready for formal clearance.
Thorough visual inspection
A detailed inspection is completed to confirm the relevant area is free from visible asbestos debris, dust and residue. Additional cleaning is required if this stage fails.
Clearance air monitoring
After the visual inspection passes, air sampling is undertaken inside the enclosure or work area using the applicable HSG248 analytical procedure.
Final assessment
After the enclosure is dismantled, the analyst completes the final assessment of the former enclosure area and relevant surroundings before certification.
The clearance indicator—not a declaration of “zero asbestos”
Stage 3 must achieve the applicable clearance indicator of 0.010 fibres per millilitre. This is distinct from the legal control limit and does not mean that no fibres exist. The Certificate of Reoccupation depends on satisfactory completion of the complete four-stage process, not the air result alone.
