What happens during a 4 Stage Clearance?

Four-stage clearance is not simply an air test. The analyst must complete each stage in sequence. A failure at any stage prevents progression until the relevant issue has been rectified and the stage is reassessed.

Preliminary site check

The analyst checks job completeness and whether the enclosure, work area, transit route, waste route, hygiene arrangements and supporting documentation are ready for formal clearance.

Thorough visual inspection

A detailed inspection is completed to confirm the relevant area is free from visible asbestos debris, dust and residue. Additional cleaning is required if this stage fails.

Clearance air monitoring

After the visual inspection passes, air sampling is undertaken inside the enclosure or work area using the applicable HSG248 analytical procedure.

Final assessment

After the enclosure is dismantled, the analyst completes the final assessment of the former enclosure area and relevant surroundings before certification.

The clearance indicator—not a declaration of “zero asbestos”

Stage 3 must achieve the applicable clearance indicator of 0.010 fibres per millilitre. This is distinct from the legal control limit and does not mean that no fibres exist. The Certificate of Reoccupation depends on satisfactory completion of the complete four-stage process, not the air result alone.

Asbestos Surveying and Monitoring Limited is UKAS-accredited testing laboratory number 32982 to ISO/IEC 17025:2017. The current testing schedule includes sampling of air for fibre counting. ASM also holds inspection-body accreditation to ISO/IEC 17020:2012 for the defined activities on its inspection schedule. What is the asbestos clearance indicator?

The applicable Stage 3 clearance indicator is 0.010 fibres per millilitre. It is not the same as the legal control limit and does not represent zero fibres. The full four-stage clearance must be completed satisfactorily; an air result alone is insufficient.

When is a Certificate of Reoccupation issued?

It is issued only after all four stages of the clearance process have been completed satisfactorily. If a stage fails, the issue must be rectified and the relevant stage reassessed before the process can progress.

Is air monitoring required after every asbestos-removal job?

Can an air test confirm that a building is asbestos-free?

No. An air test provides a result for the defined sampling period, location and conditions. It does not locate asbestos-containing materials or prove that a building contains no asbestos. A suitable asbestos survey or material sampling may be required.

What is reassurance air monitoring used for?

Reassurance monitoring may be used after suspected disturbance, controlled remedial work or cleaning where information about airborne fibre concentration is required. It should form part of an appropriate response and does not replace source control, cleaning or inspection.
