Survey purpose

Identify ACMs that could be disturbed during normal occupation and foreseeable maintenance

HSE describes the main aim of a Management Survey as enabling the dutyholder to produce an asbestos register and management plan and manage ACMs during normal occupation and use.

Locate

Identify accessible known and presumed ACMs that could be damaged or disturbed during normal use and maintenance.

Record

Document location, material information, condition, sample references and relevant limitations.

Manage

Use the evidence to support the register, risk priorities and information supplied to people who may work on the building.

UKAS-accredited inspection and testing, with the scope kept clear

Asbestos Surveying and Monitoring Ltd holds UKAS accreditation number 32982 for defined inspection activities to ISO/IEC 17020 and testing activities to ISO/IEC 17025. The current schedules define the accredited activities and locations. Bulk asbestos identification is undertaken at the Sunderland laboratory.

Accreditation applies to the organisation and its defined activities. Asbestos removal, preparation of management plans, watching briefs and soil remediation are not described as UKAS-accredited work.

Management surveys that support Peterborough maintenance decisions

Shops with accommodation and shared spaces

Identify the commercial unit, communal entrance, stairs, plant and service areas separately. Responsibilities for repair and maintenance help establish who must manage each part. A survey of a shop does not automatically cover private accommodation above, and a communal-area survey does not investigate every flat. Put the agreed boundaries and restrictions into the brief.

Workshops, offices and warehouse units

Normal occupation can include cleaning, accessing plant and routine maintenance, so the survey needs to reflect those activities. Provide existing asset information and identify areas that require shutdown or an escort. The register should allow a contractor to locate the relevant material, including items outside the main working area, before a maintenance task begins.

Schools and multi-building estates

Use consistent building and room references while keeping each structure’s findings specific. Access arrangements may involve safeguarding, restricted rooms or holiday periods, but an appointment date alone does not resolve every restriction. Allocate responsibility for obtaining further access and implementing recommendations after the report, rather than leaving unresolved locations outside the management system.

Regulation 4

Common Peterborough dutyholders and property types

The duty to manage covers relevant non-domestic premises and common parts of multi-occupancy domestic premises. This can include offices, shops, factories, warehouses, schools, healthcare buildings and landlord-controlled communal areas.

Read ASM's Regulation 4 guide.

Three connected documents with different functions

A Management Survey is an evidence source, not the complete ongoing management system.

Management Survey

Provides inspection evidence within the commissioned scope.

Asbestos Register

The live record of known and presumed ACM locations, condition and current information.

Management Plan

The responsibilities, monitoring, contractor controls, actions and emergency arrangements used to manage risk.

Critical limitation

A Management Survey is not automatically suitable for refurbishment

Where contractors will open walls, remove ceilings, strip floors, alter services or access concealed construction, the affected area may need a suitably intrusive Refurbishment Survey.

Check the existing survey against the exact work area before drilling, cutting or opening the building fabric.

Survey limitations and inaccessible areas should never be mistaken for confirmed asbestos-free locations.
Ongoing condition monitoring

The Management Survey is the start of the live management cycle

Use later condition checks and the management plan to keep the original survey evidence current.

Reinspection

Review recorded ACM condition and update management actions without resurveying the building from the beginning.

Management plan

Translate the survey and register into responsibilities, contractor controls, actions and emergency arrangements.

What your management-survey information should provide

Confirm the deliverables when agreeing the commission, then review the information against the actual property or work scope.

  • A clear property boundary and record of accessible inspected areas.
  • Known or presumed asbestos locations, product descriptions, extent and condition, with linked samples where taken.
  • A record of restrictions and areas that remain presumed pending further investigation.
  • Material assessment and recommendations to support the register; the dutyholder contributes occupancy and activity information for management priorities.

If a location, quantity or assumption is unclear, resolve it before the relevant maintenance or construction stage. Keep reports and completion evidence together so the next contractor can understand what was assessed, what changed and what still needs attention.

Information to send before we arrange attendance

Property and purpose

Provide the full address, approximate size, current use and the decision you need the service to support. Include separate structures or adjoining areas that are part of the project. Tell us if the building was constructed or altered before 2000 and share any earlier asbestos records.

Work scope and evidence

Send relevant reports, marked plans, photographs taken safely and a concise description of any planned disturbance. State what will be retained as well as removed. Photographs help with scope but cannot confirm whether a material contains asbestos.

Access and programme

Give the proposed dates, occupancy, keyholder, parking or loading constraints and any restrictions on opening the fabric. Confirm who arranges isolation, escorts and specialist access. Attendance, laboratory turnaround and reporting dates are agreed for the project, rather than assumed from an online guide.

Cost and programme follow the agreed survey scope

For budgeting, use the Peterborough asbestos survey cost guide and its clearly labelled national reference figures. The final quotation depends on the number of buildings and rooms, required intrusion, sampling, safe access, occupation and report requirements.

Tell ASM about a purchase deadline, contractor start date or phased project before booking. Agree site attendance and report delivery separately, together with what happens if access is unavailable or the work boundary changes. Removal, analytical attendance and reinstatement are separate services unless the quotation expressly includes them.

Peterborough service area and project enquiries

Discuss projects in Peterborough, Fletton, Stanground, Woodston, the Ortons, Bretton, Werrington and Dogsthorpe, alongside enquiries for Hampton and surrounding villages. Coverage is assessed against the exact postcode, service, access requirements and programme. The construction date and refurbishment history of the individual building determine the asbestos question; a neighbourhood name does not establish whether asbestos is present.

Arrange Peterborough attendance

Call 0330 433 9680 or email survey@asbestosSM.co.uk with the site address and purpose of the enquiry. Peterborough is a service area; this page does not advertise a separate staffed office or sample drop-off point.

Sunderland laboratory

ASM’s bulk-analysis laboratory is at 9 Defender Court, Sunderland Enterprise Park, Sunderland, SR5 3PE. Contact 0191 481 2231 and follow the agreed acceptance and delivery arrangements. Site collection and laboratory-only submissions are different services.

Management Asbestos Survey Peterborough FAQs

What is a Management Asbestos Survey?

It is designed to identify ACMs that could be damaged or disturbed during normal occupation, routine maintenance and other foreseeable activities, supporting the asbestos register and management plan.

Who needs a Management Survey?

It is commonly commissioned by Regulation 4 dutyholders including commercial owners, landlords, managing agents, employers, facilities teams, schools and healthcare estates.

Is a Management Survey the same as an asbestos management plan?

No. The survey provides inspection evidence. The management plan sets out responsibilities, monitoring, contractor controls and actions.

Can a Management Survey be used before refurbishment?

Not automatically. Intrusive refurbishment may require a Refurbishment Survey specifically covering the building fabric the work will disturb.

Does Regulation 4 apply to blocks of flats?

It can apply to relevant common parts of multi-occupancy domestic premises such as shared corridors, staircases, risers and plant areas.

Does the survey cover both a shop and the flat above?

Only if both are included in the agreed scope. Identify private, commercial and communal areas, access arrangements and responsibility boundaries before the survey is priced.

Does a warehouse survey need to consider offices and plant rooms?

Yes, where these areas are within the agreed premises and relevant management scope. Give ASM a schedule of the buildings, rooms, external features and service areas rather than assuming the open warehouse floor is the complete instruction.
