International sample transport must be agreed before collection

Do not courier suspected asbestos samples to the UK without written instructions. Import, export, packaging, carrier, customs and laboratory-acceptance requirements may apply. The project proposal should identify whether analysis will be undertaken locally or through ASM’s Sunderland laboratory.

Do the Control of Asbestos Regulations 2012 apply to every overseas site owned by a UK company?

No. UK ownership does not automatically make an overseas property subject to the Control of Asbestos Regulations 2012. Host-country law must be established, although a UK-based client may choose to adopt additional technical or corporate standards where lawful.

Can an international survey be completed using HSG264?

HSG264 can be used as a technical benchmark for survey planning, inspection and reporting where the client specifies it and it is compatible with local requirements. It should not be described as the governing foreign law.

Does ASM attend asbestos survey projects in every country?

No. Each enquiry is reviewed for legal permissions, insurance, security, travel, local competence, laboratory arrangements, access, programme and commercial feasibility before attendance is confirmed.

Are all overseas surveys automatically covered by ASM’s UKAS accreditation?

No. ASM holds UKAS accreditation number 32982 for defined activities and locations on its current schedules. The proposal and report should identify the applicable accreditation status for the particular international project.

Can ASM review an asbestos survey produced by a local overseas consultant?

ASM can review the supplied report against an agreed brief, considering survey purpose, scope, access, sampling, laboratory information, limitations, terminology and the client’s intended use. This does not replace local legal advice or retrospectively change the original survey’s status.

Can ASM work with a local asbestos surveyor or laboratory?

Potentially. A local partner’s competence, permissions, independence, methods, laboratory arrangements and reporting role must be assessed and agreed for the specific project.

Can samples from another country be sent to ASM’s Sunderland laboratory?

Only by prior written agreement. Import, export, packaging, carrier, customs and laboratory-acceptance requirements may apply. A competent local laboratory may be the more appropriate route for some countries or projects.

What types of overseas assets can be considered?

Can an international Management Survey be used before refurbishment?

Not automatically. Management-type information generally supports occupation and foreseeable maintenance. Planned intrusive work normally requires a survey specifically designed around the refurbishment or demolition boundary and the applicable local requirements.

Can the final report be translated?

Translation or bilingual reporting can be considered where agreed in advance. Technical terms, material descriptions, sample references, plans and limitations require controlled translation so the English and translated versions remain consistent.

How is an international asbestos survey priced?

The quotation depends on asset scale, complexity, country, mobilisation, access, visas, insurance, local support, sampling and laboratory route, security, reporting, translation and programme. ASM issues a project-specific written quotation rather than a generic overseas rate.

What information should be provided with an international enquiry?
