Asbestos Reinspection Survey Northampton

Asbestos reinspection for Northampton dutyholders and property managers. Review recorded material condition, check access and location changes, and reconcile completed works so the register supports current maintenance decisions.

What reinspection does

Ask what has changed since the asbestos was first recorded

A reinspection revisits known or presumed ACMs rather than starting the building survey from zero. It checks condition, accessibility, vulnerability and whether management actions need updating.

Condition

Record visible deterioration, damage, surface treatment and evidence of disturbance.

Accessibility

Check whether room use or maintenance changes make the ACM more vulnerable.

Management action

Update priorities where repair, protection, removal or closer monitoring is appropriate.

UKAS-accredited inspection and testing, with the scope kept clear

Asbestos Surveying and Monitoring Ltd holds UKAS accreditation number 32982 for defined inspection activities to ISO/IEC 17020 and testing activities to ISO/IEC 17025. The current schedules define the accredited activities and locations. Bulk asbestos identification is undertaken at the Sunderland laboratory.

Accreditation applies to the organisation and its defined activities. Asbestos removal, preparation of management plans, watching briefs and soil remediation are not described as UKAS-accredited work.

Register updates

The asbestos register should describe the building as it exists now

HSE says the register must be kept up to date and the dutyholder's overall management plan reviewed every 12 months or sooner where necessary.

Individual ACM condition-monitoring arrangements should still reflect condition, vulnerability, access and likelihood of disturbance rather than applying one automatic interval to every material.

See HSE register guidance.

Annual management review and individual ACM condition-monitoring frequency are related but not identical.

Update sooner after removal, repair, new survey information, accidental disturbance or changed use.
Choose the right survey

Reinspection, new survey or intrusive project survey?

Use the existing register and planned work to choose the correct route.

Reinspection

Known or presumed ACMs are already recorded and need condition review.

Management Survey

Existing information is missing or inadequate for normal occupation and foreseeable maintenance.

Refurbishment Survey

Intrusive alteration is planned and concealed building fabric will be disturbed.

Demolition Survey

Full or partial demolition requires highly intrusive pre-demolition information.

Northampton reinspection: keep the record aligned with site changes

Racking and access alterations

New storage layouts can conceal a recorded material or change how closely people work beside it. Explain these changes before reinspection. Arrange appropriate access where possible and retain a clear restriction where it remains unavailable; absence from view is not evidence that a material has been removed.

Repairs after roof or service problems

Give ASM reports of damage, leaks, maintenance and completed remedial works. Connect them to the register’s location references. Check both the present condition and the evidence for any item claimed to have been repaired or removed, rather than updating the record solely from a verbal account.

New tenants and work proposals

A unit handover can change use and maintenance patterns. Review responsibilities and outstanding actions, and tell the new occupier about limitations. Reinspection addresses recorded materials; an incoming tenant’s intrusive fit-out may require a separate refurbishment survey even where condition checks are up to date.

After reinspection

Turn changed condition into a clear action

Use the revised condition evidence to keep the management system practical and current.

Continue management

Sound ACMs with suitable controls can remain managed in place.

Repair or protect

Damage or vulnerability may justify protection, encapsulation or another remedial measure.

Remove

Removal can be appropriate where condition or future disturbance makes continued management unsuitable.

Use the reinspection record to close actions

Confirm the deliverables when agreeing the commission, then review the information against the actual property or work scope.

  • Match each inspected item to its existing register reference.
  • Record current condition, photographs and any change in accessibility or use.
  • Separate verified completed removal or repair from work merely reported as complete.
  • Assign an owner and target date to new actions and unresolved access; update the management plan where the findings change the controls.

If a location, quantity or assumption is unclear, resolve it before the relevant maintenance or construction stage. Keep reports and completion evidence together so the next contractor can understand what was assessed, what changed and what still needs attention.

Records to supply before reinspection

  • Latest register and original survey restrictions.
  • New layouts, changed references and access constraints.
  • Damage reports and remedial-work documents.
  • Current responsibilities and proposed alterations.

Cost and programme follow the agreed survey scope

For budgeting, use the Northampton asbestos survey cost guide and its clearly labelled national reference figures. The final quotation depends on the number of buildings and rooms, required intrusion, sampling, safe access, occupation and report requirements.

Tell ASM about a purchase deadline, contractor start date or phased project before booking. Agree site attendance and report delivery separately, together with what happens if access is unavailable or the work boundary changes. Removal, analytical attendance and reinstatement are separate services unless the quotation expressly includes them.

Asbestos Reinspection Survey Northampton FAQs

What is an asbestos reinspection survey?

It is a follow-up condition assessment of known or presumed ACMs already recorded in an asbestos register.

How often should asbestos be reinspected?

HSE requires the management plan to be reviewed every 12 months or sooner where necessary and the register kept current. Individual ACM condition checks should be scheduled according to condition, vulnerability, access and likelihood of disturbance rather than applying one automatic interval to every material.

Is reinspection the same as a new Management Survey?

No. Reinspection focuses on already recorded ACMs. A new or updated Management Survey may be needed where the underlying building information is inadequate.

Are known ACMs always resampled?

No. Known materials do not normally need repeated laboratory identification unless the information is unclear or a new suspect material requires testing.

What if condition has deteriorated?

Depending on circumstances the ACM may need repair, protection, encapsulation, removal or a changed monitoring arrangement.

What happens if an old asbestos entry cannot be located?

It should be recorded as unresolved and investigated against the earlier plans, photographs and work records. It should not be deleted or marked satisfactory solely because it was not found during the visit.

What if racking now hides a recorded asbestos item?

Arrange appropriate access where possible and record any continuing restriction. Retain the item in the management record until evidence resolves its status; concealment is not removal.

Should roof repairs be reviewed at the next reinspection?

Provide the repair records and any damage reports so the material locations, condition and completed actions can be reconciled. Urgent damage should be addressed when identified rather than waiting for the scheduled visit.

Can I enquire about a site outside Northampton?

Yes. Send the postcode, buildings and service required for a surrounding location such as Moulton, Brixworth, Boughton, Earls Barton, Towcester or Daventry. ASM confirms attendance against scope, access and programme. Check the relevant local authority for the actual site address.
