Provides inspection evidence about known or presumed ACMs within a defined scope.
Register

Management plan
The procedures explaining responsibilities, monitoring, contractor controls, action priorities and emergency arrangements.
Who has the duty to manage?
HSE says the duty can fall on the building owner, landlord or person or organisation with clear responsibility for maintenance or repair of non-domestic premises and common parts of multi-occupancy domestic premises.

A site-specific management plan should be easy to find, update and use
The written plan should connect the register to real maintenance decisions and named responsibilities.
Responsible people
Name the person responsible for asbestos management and suitable deputies with authority to implement the plan.
Current register
Include or clearly reference the current register, site plans, known and presumed ACMs and uninspected areas.
Monitoring schedule
Define how ACM condition is checked and how changes feed into the register and actions.
Contractor controls
Explain how planned work is checked against asbestos information before disturbance.
Priority actions
Assign clear owners and timescales for repair, protection, further survey or removal.
Emergency procedure
State what staff should do if asbestos is unexpectedly damaged, drilled, broken or discovered.
Review the management plan every 12 months — and sooner when necessary
HSE's duty-to-manage overview requires the plan to be monitored and reviewed every 12 months or sooner if necessary. It should also be updated after work affecting ACMs, changed responsibilities, accidental disturbance and scheduled condition checks.
Removal, repair, refurbishment, new asbestos findings and accidental damage should feed into the live system when they occur.

Resolve uncertainty
Arrange sampling or an intrusive survey where existing information is inadequate.

Is an asbestos management plan a legal requirement?
Where Regulation 4 applies, the dutyholder must prepare a written plan setting out how asbestos risks will be managed, put it into action, monitor it and keep it under review.
Who is the asbestos dutyholder?
The dutyholder is the person or organisation with responsibility for maintenance or repair of the relevant premises, which may be an owner, landlord, employer or managing organisation.
Is a Management Survey the same as a management plan?
No. The survey provides inspection evidence. The management plan sets out the procedures, responsibilities and controls used to manage that evidence.
How often should the management plan be reviewed?
HSE requires the management plan to be monitored and reviewed every 12 months or sooner where necessary.
Do contractors need access to asbestos information?
Relevant asbestos location and condition information must be provided to people who may work on or disturb ACMs.
Are asbestos management plans UKAS accredited?
The management-plan document itself is not described as UKAS accredited. ASM holds UKAS 32982 for defined asbestos inspection and testing activities.
