Does appointing ASM transfer the dutyholder’s responsibility?

No. Specialist assistance can support the management arrangements, but the dutyholder still needs to implement the plan, provide resources, communicate information and ensure actions are followed through.

Should installing new racking trigger an asbestos check?

Yes where the work or changed access could affect asbestos materials. Review fixings, penetrations, maintenance routes and the adequacy of existing information before installation.
