Has suspect asbestos just been disturbed?

Stop the activity, restrict access where reasonably practicable and do not sweep or use a domestic vacuum. Air monitoring does not replace control of the source, suitable cleaning or material identification where these are still required.

Start with the purpose

Different air tests answer different questions

The monitoring strategy should be selected from the decision the result needs to support, not treated as generic real-time air-quality monitoring.

Baseline

Background monitoring

Establish a reference airborne fibre concentration before relevant work where a baseline is justified.

During work

Leak monitoring

Sample defined positions outside a controlled work area while relevant asbestos work is taking place.

After concern

Reassurance monitoring

Provide airborne fibre information after a defined disturbance, remedial activity or controlled cleaning.

Worker exposure

Personal monitoring

Sample within a worker's breathing zone during a defined task to support exposure assessment and review of controls.

Stage 3 indicator

Below 0.010 f/ml — not “zero asbestos”

For applicable four-stage clearance work, HSG248 uses a Stage 3 clearance indicator below 0.010 fibres per millilitre. That indicator is distinct from the GB workplace control limit and should not be described as proof that a building is asbestos-free.

Clearance indicator

<0.010 fibres/ml (f/ml) for applicable Stage 3 clearance air sampling using the prescribed method.

Workplace control limit

0.1 fibres/ml averaged over four hours. This is a different legal exposure benchmark and must not be confused with the Stage 3 indicator.

How it works

From enquiry to a usable outcome

01

Stage 1

Preliminary check of site condition, job completeness and readiness for the clearance process.

02

Stage 2

Thorough visual inspection for visible debris, residue, dust or incomplete cleaning.

03

Stage 3

Clearance air sampling with the prescribed disturbance procedure where applicable.

04

Stage 4

Final assessment after enclosure dismantling before completing the reoccupation handover.

Sheffield context

Sheffield analytical support

Analytical attendance in Sheffield may relate to licensed-removal enclosures, occupied commercial buildings, universities, healthcare premises, industrial shutdowns, construction work or unexpected disturbance. The monitoring strategy should reflect the actual work, occupancy and decision required.

City centre & occupied property

Hotels, offices, retail, university and healthcare sites can require attendance planned around tenants, security, access and programme-critical areas.

Attercliffe, Tinsley & industrial sites

Industrial premises may require monitoring around enclosures, shutdowns, plant, adjacent trades and live operational areas.

Unexpected disturbance

Reassurance monitoring can form part of the response, but only after the source, affected area and required cleaning or remediation have been properly considered.

Frequently asked questions

Asbestos air monitoring and four-stage clearance in Sheffield FAQs

What types of asbestos air monitoring are available in Sheffield?
Background, leak, reassurance, personal and clearance monitoring can be provided, together with four-stage clearance where the complete process is applicable.
What is the Stage 3 clearance indicator?
For applicable four-stage clearance work, the Stage 3 indicator is below 0.010 fibres per millilitre using the prescribed method.
Is 0.010 f/ml the workplace control limit?
No. The GB asbestos control limit is 0.1 fibres/ml averaged over four hours. It is distinct from the Stage 3 clearance indicator.
Does a low air result prove the building is asbestos-free?
No. Air monitoring relates to the defined sampling period, position and conditions. It cannot locate every ACM or prove zero asbestos.
When is a Certificate for Reoccupation issued?
After satisfactory completion of all applicable stages of the formal four-stage clearance process.
