What Is a 4-Stage Asbestos Clearance Test?

A four-stage asbestos clearance is the formal inspection and air-testing process used after relevant asbestos removal work to determine whether a controlled work area can be returned to normal use.

It is not simply an air test. The work area must successfully complete four separate stages before the Certificate for Reoccupation is completed.

When is a 4-stage asbestos clearance required?

Four-stage clearance is principally associated with relevant licensable asbestos removal work where formal site-clearance certification for reoccupation is required.

This commonly includes controlled enclosure work involving higher-risk asbestos-containing materials.

Removal or substantial disturbance of pipe lagging and thermal insulation is generally higher-risk asbestos work.

Sprayed coatings

Sprayed asbestos coatings have a high potential to release fibres when disturbed and removal normally requires licensed controls.

Many AIB removal projects require licensed asbestos-removal controls, depending on the task, duration, condition and expected exposure.

Not every asbestos-removal project requires four-stage clearance.

Areas from which asbestos has been removed are checked closely for remaining material and residue.

Dust & debris

The work area should be free from visible asbestos debris, residue and dust before the process progresses.

A visually unsatisfactory enclosure should not progress to Stage 3.

Air testing is not a substitute for proper cleaning and a thorough visual inspection.

Clearance air monitoring

Once the detailed visual inspection has been satisfactorily completed, the analyst progresses to clearance air monitoring.

Understanding the Stage 3 result

What is the asbestos clearance indicator?

0.010 fibres per millilitre

The Stage 3 clearance indicator is commonly expressed as 0.010 f/ml, numerically equivalent to 0.010 fibres per cubic centimetre.

It does not mean “zero asbestos”

The clearance indicator is an analytical criterion used as part of the formal clearance process.

It should not be interpreted as proof that no fibres whatsoever exist or that an entire building is asbestos-free.

The clearance indicator is not the asbestos occupational control limit.

The legal control limit for worker exposure is 0.1 fibres per cubic centimetre averaged over four hours. The Stage 3 clearance indicator is lower and serves a different purpose.

Air sampling is only part of clearance

Why isn't a low air-test result enough on its own?

Four-stage clearance combines inspection and analytical testing.

A work area could potentially produce an acceptable Stage 3 air result while still containing visible residue or incomplete removal.

That is why the detailed Stage 2 visual inspection is completed before Stage 3 air monitoring.

Likewise, passing the Stage 3 air test does not complete the formal process. Stage 4 must still be completed following dismantling of the enclosure or controlled work area.

Stage 4

Final assessment after enclosure dismantling

After Stage 3 has been satisfactorily completed and the enclosure or controlled work area has been dismantled, the analyst completes the final assessment.

Relevant surrounding areas

The analyst checks for visible debris, contamination or other problems that may have become apparent during dismantling.

Final documentation

Satisfactory completion allows the formal clearance documentation to be finalised.

Passing Stage 3 is not the end of the four-stage clearance process.

Stage 4 remains an integral part of the formal assessment.
