You need adequate information about the asbestos material, its location and extent before the removal scope can be properly determined.

Asbestos removal should connect directly to the work that follows it. Where refurbishment or demolition is planned, the survey boundary needs to match the actual intrusive works so the removal contractor is not working from incomplete asbestos information.
