Stop disturbing it Do not continue demolition, drilling, sweeping, scraping or other activity through the affected material.

Do not sweep Dry sweeping can redistribute fine asbestos-containing dust and increase airborne fibre release.

How much does asbestos contamination clean-up cost?

There is no meaningful universal £/m² rate for asbestos contamination. Ten square metres containing several intact cement fragments is a very different project from ten square metres contaminated with fine AIB, lagging or sprayed-coating dust.

HSE work classification

Small asbestos debris and significant contamination are not the same

HSE specifically distinguishes small, short-duration asbestos-debris clean-up from significant quantities of loose or fine asbestos dust.

The ACM that created the debris is critical

A few fragments of bonded asbestos cement do not present the same cleaning problem as fine debris from AIB, asbestos insulation, sprayed coating or loose-fill asbestos.

ASM therefore classifies the actual contamination rather than using the word “debris” as a work category by itself.

The assessment establishes the extent of contamination and the controls required to clean and safely hand back the affected area.

Source ACM Cement, AIB, textured coating, lagging, sprayed coating, paper, flooring or another asbestos product.
Quantity Several fragments are different from widespread loose and fine asbestos debris.
Dust level Fine visible contamination can indicate a different cleaning requirement from intact fragments.
Area affected One small localised area versus multiple rooms, floors or building voids.
Traffic routes Determine whether people or equipment may have carried debris beyond the original disturbance.
Air movement Ventilation or mechanical systems may influence potential fibre distribution.
Surface type Smooth sealed surfaces can be easier to clean than rough masonry, timber joints or porous materials.

The type of contaminated surface can materially affect the project

Smooth sealed surfaces Generally the most straightforward surfaces for controlled decontamination.
Rough masonry Brick, block and other uneven surfaces can trap fine debris in joints and texture.
Timber structures Joists, boards, gaps and joints can increase detailed-cleaning time.
Plant & machinery Housings, fixings, ledges and services can create numerous difficult-to-access surfaces.

Is asbestos air testing required after contamination?

Not every asbestos-debris incident automatically requires the same air test. The analytical strategy should match what was disturbed, the scale of contamination, building occupation and the remedial work.

Background testing Can help establish fibre concentrations before or during remedial planning where appropriate.
Leak monitoring Can support controlled higher-risk asbestos work where enclosure or segregation is being used.
Reassurance testing May be appropriate after some incidents or cleaning operations to support reoccupation decisions.
Four-stage clearance Applies to qualifying licensed enclosure work before a Certificate for Reoccupation is issued.

Licensed remediation

Cleaning must be complete before four-stage clearance begins

For licensed work requiring four-stage clearance, HSG248 makes the responsibilities clear: the licensed contractor must thoroughly clean the work area and declare it free of visible asbestos materials before the analyst starts formal clearance.

The analyst does not clean asbestos debris during clearance

Analytical inspection and asbestos cleaning are separate roles. Where licensed contamination clean-up is required, cleaning is the contractor's responsibility.

The analyst independently assesses the prepared area through the applicable clearance process.

Why isn't asbestos contamination priced per square metre?
The same floor area can contain several intact asbestos-cement fragments or significant fine contamination from AIB or insulation. Those situations require very different controls and labour.
Is cleaning asbestos debris licensed work?
Not automatically. HSE states that cleaning small quantities of loose or fine asbestos debris can be non-licensed where the work is short duration, sporadic and low intensity and exposure limits will not be exceeded. Significant quantities can require a licensed contractor.
When does asbestos debris clean-up require a licensed contractor?

Can I vacuum asbestos dust myself?
Do not use a domestic or ordinary commercial vacuum cleaner on asbestos contamination. Cleaning methods and suitable asbestos equipment should be selected through the risk assessment.
Can asbestos cement debris be non-licensed work?
Yes. Controlled removal of suitable asbestos-cement debris can fall within non-licensed asbestos work. The amount, condition and actual disturbance still need to be assessed.
What if AIB has been broken during refurbishment?
Stop further disturbance and restrict access. AIB has significantly greater fibre-release potential than cement products, so the scale, duration and debris contamination need competent assessment before cleaning begins.
What if asbestos lagging debris is found?
Lagging and thermal insulation are high-risk asbestos materials. Disturbed lagging debris should be treated as a potentially licensed contamination project and assessed accordingly.
Does asbestos contamination always need air monitoring?
No. The appropriate analytical requirement depends on the source ACM, scale of disturbance, contamination extent, work category and building occupation. Air monitoring does not replace physical cleaning of visible asbestos debris.
What is reassurance air testing?
Reassurance monitoring can be used in suitable circumstances to provide information on airborne fibre concentrations after an incident or remedial cleaning. Its suitability depends on the actual situation.
Does licensed contamination work need four-stage clearance?
Where the project is qualifying licensed enclosure work, formal four-stage clearance may be required before a Certificate for Reoccupation is issued.
Can contaminated furniture be cleaned?
Sometimes. Whether an item can be decontaminated depends on the surface, material, degree of contamination and ability to clean it effectively. Porous or heavily contaminated items may require disposal.
