Loose-fill asbestos is very different from bonded asbestos products such as cement sheets, floor tiles or textured coatings. It consists of loose asbestos fibres or loosely packed insulation capable of being disturbed and redistributed extremely easily.

HSE describes loose-fill insulation as probably the most dangerous asbestos-containing material and states that it may consist of essentially pure asbestos.

Disturbance can release large quantities of fibres into the air and can spread contamination from the original void into adjoining rooms, cavities, service routes and surfaces.

Do not disturb suspected loose-fill asbestos to investigate it

HSE's current guidance says not to work on loose-fill asbestos under any circumstances unless you are an HSE-licensed contractor.

If unexpected loose fibrous material is discovered during building works, stop disturbing the area and obtain competent asbestos advice rather than moving, vacuuming or collecting the material yourself.
