Ask what has changed since the asbestos was first recorded

A reinspection revisits known or presumed ACMs rather than starting the building survey from zero. It checks condition, accessibility, vulnerability and whether management actions need updating.

Condition

Record visible deterioration, damage, surface treatment and evidence of disturbance.

Accessibility

Check whether room use or maintenance changes make the ACM more vulnerable.

Management action

Update priorities where repair, protection, removal or closer monitoring is appropriate.

The asbestos register should describe the building as it exists now

HSE says the register must be kept up to date and the dutyholder's overall management plan reviewed every 12 months or sooner where necessary.

Individual ACM condition-monitoring arrangements should still reflect condition, vulnerability, access and likelihood of disturbance rather than applying one automatic interval to every material.

See HSE register guidance.

Annual management review and individual ACM condition-monitoring frequency are related but not identical.

Update sooner after removal, repair, new survey information, accidental disturbance or changed use.

Reinspection, new survey or intrusive project survey?

Use the existing register and planned work to choose the correct route.

Reinspection

Known or presumed ACMs are already recorded and need condition review.

Management Survey

Existing information is missing or inadequate for normal occupation and foreseeable maintenance.

Refurbishment Survey

Intrusive alteration is planned and concealed building fabric will be disturbed.

Demolition Survey

Full or partial demolition requires highly intrusive pre-demolition information.

Turn changed condition into a clear action

Use the revised condition evidence to keep the management system practical and current.

Continue management

Sound ACMs with suitable controls can remain managed in place.

Repair or protect

Damage or vulnerability may justify protection, encapsulation or another remedial measure.

Remove

Removal can be appropriate where condition or future disturbance makes continued management unsuitable.

Keep asbestos registers current across tenements, hotels, schools and commercial portfolios

Factors & communal residential property

Known ACMs in common areas can be reviewed against current condition, access and maintenance activity so the register remains useful to trades and property managers.

Hotels, universities & public estates

Planned condition programmes can be phased around occupation while preserving clear building-specific actions, photographs and risk information.

Commercial portfolios

Offices, retail, warehouses and mixed-use buildings can be grouped into planned programmes without applying one automatic condition-review interval to every ACM.

Commercial portfolios

Offices, shops, warehouses and mixed-use buildings can be grouped into planned programmes while keeping location-specific photographs, actions and register information clear.

Energy and industrial sites

Changes to plant, access, maintenance activity or material condition can alter the practical risk of known ACMs and should be reflected in the live register.

Schools, healthcare & communal property

Condition monitoring can be planned around occupation while avoiding the assumption that every ACM must be physically reinspected on one identical interval.

Aberdeen & Aberdeenshire FAQs

What is an asbestos reinspection survey?

It is a follow-up condition assessment of known or presumed ACMs already recorded in an asbestos register.

How often should asbestos be reinspected?

The management plan and register should be kept current, with the management plan reviewed every 12 months or sooner where necessary. Individual ACM condition checks should be scheduled according to condition and likelihood of disturbance.

Is reinspection the same as a new Management Survey?

No. Reinspection focuses on already recorded ACMs. A new or updated Management Survey may be needed where the underlying building information is inadequate.

Are known ACMs always resampled?

No. Known materials do not normally need repeated laboratory identification unless the information is unclear or a new suspect material requires testing.

What if condition has deteriorated?

Depending on circumstances the ACM may need repair, protection, encapsulation, removal or a changed monitoring arrangement.

Send the existing asbestos register before we price the reinspection

Provide the property address, current survey or register, number of buildings, approximate number of ACM entries, access constraints and required date. ASM can scope a focused condition review.
