The task, material condition and likely fibre release determine whether the work is ordinary non-licensed or NNLW.

Intact / weathered cement

HSE lists careful removal of asbestos cement roof sheeting without substantial breakage as non-licensed work, subject to suitable controls and competence.

Substantially damaged cement

Where sheets are significantly damaged or the method will substantially break them up and create significant dust or debris, NNLW requirements may apply.

Other asbestos materials

AIB, insulation or other higher-risk ACMs in the garage need separate assessment and can require a different work category.
