Asbestos Management Plan Bristol
Asbestos management plans for Bristol dutyholders, managing agents and property portfolios. Connect the register to maintenance approval, contractor information, condition reviews and clear responsibility for completing actions.
Survey, register and management plan are not the same document
Good management uses reliable inspection evidence but continues after the survey report has been issued.
Survey
Provides inspection evidence about known or presumed ACMs within a defined scope.
Register
The live record of known and presumed ACM locations, condition, risk information and changes.
Management plan
The procedures explaining responsibilities, monitoring, contractor controls, action priorities and emergency arrangements.
UKAS-accredited inspection and testing, with the scope kept clear
Asbestos Surveying and Monitoring Ltd holds UKAS accreditation number 32982 for defined inspection activities to ISO/IEC 17020 and testing activities to ISO/IEC 17025. The current schedules define the accredited activities and locations. Bulk asbestos identification is undertaken at the Sunderland laboratory.
Accreditation applies to the organisation and its defined activities. Asbestos removal, preparation of management plans, watching briefs and soil remediation are not described as UKAS-accredited work.

Who has the duty to manage?
HSE says the duty can fall on the building owner, landlord or person or organisation with clear responsibility for maintenance or repair of non-domestic premises and common parts of multi-occupancy domestic premises.
Read ASM's Regulation 4 guide.

A site-specific management plan should be easy to find, update and use
The written plan should connect the register to real maintenance decisions and named responsibilities.
Responsible people
Name the person responsible for asbestos management and suitable deputies with authority to implement the plan.
Current register
Include or clearly reference the current register, site plans, known and presumed ACMs and uninspected areas.
Monitoring schedule
Define how ACM condition is checked and how changes feed into the register and actions.
Contractor controls
Explain how planned work is checked against asbestos information before disturbance.
Priority actions
Assign clear owners and timescales for repair, protection, further survey or removal.
Emergency procedure
State what staff should do if asbestos is unexpectedly damaged, drilled, broken or discovered.
Bristol asbestos plans across ownership and maintenance boundaries
Freeholder, agent and individual occupiers
Map the people responsible for the building, its common parts and separately maintained units. Define who holds the current register, approves maintenance and commissions further investigation. A management plan should close gaps between those roles, particularly where a contractor’s service route crosses from one party’s premises into another’s area.
Lease changes and refurbishment proposals
Build an asbestos information check into tenant handovers, fit-out approvals and maintenance orders. Review the survey against the actual works before authorising intrusive activity. A new lease or a current reinspection date does not establish that concealed fabric along a proposed route has already been investigated.
Records that remain usable
Record repairs, removal evidence, inaccessible areas and updated location references in one controlled system. Give actions an owner and review date, and communicate changes to the people who may disturb the material. For multiple Bristol addresses, common reporting conventions help without assuming that every building has identical risks or responsibilities.
Review the management plan every 12 months — and sooner when necessary
HSE's duty-to-manage overview requires the plan to be monitored and reviewed every 12 months or sooner if necessary. It should also be updated after work affecting ACMs, changed responsibilities, accidental disturbance and scheduled condition checks.
Removal, repair, refurbishment, new asbestos findings and accidental damage should feed into the live system when they occur.
Put the register in front of the maintenance decision
Define the work
Establish the exact area and building elements to be disturbed.
Check the register
Review ACMs, presumptions and survey limitations relevant to the work.
Resolve uncertainty
Arrange sampling or an intrusive survey where existing information is inadequate.
Communicate & authorise
Provide relevant information before work proceeds and record the control decision.
Put the plan into the maintenance workflow
Confirm the deliverables when agreeing the commission, then review the information against the actual property or work scope.
- Keep the current register and plan accessible to the responsible people and contractors.
- Name action owners, deputies, review dates and the process for authorising work.
- Record completed actions with evidence and preserve unresolved items until closed.
- Review after relevant change and at the planned interval; provide an emergency route that people can use when the manager is absent.
If a location, quantity or assumption is unclear, resolve it before the relevant maintenance or construction stage. Keep reports and completion evidence together so the next contractor can understand what was assessed, what changed and what still needs attention.
Build the plan around who controls the premises
- Identify maintenance responsibilities for structure, units and common parts.
- Supply the current register, access restrictions and incomplete actions.
- Explain contractor authorisation and the process for tenant alterations.
- Assign record updates, condition reviews and action closure to named roles.
Agree a project-specific quotation
The cost depends on the actual scope, available evidence, site access, reporting requirements and programme. Send the relevant survey, register, analytical records or investigation information before the commission is agreed. Identify which services are already appointed and who will authorise any additional work.
Agree the deliverables and exclusions in writing. Site support, repeat attendance, laboratory work, monitoring and follow-up reporting should be identifiable within the quotation so the client can compare equivalent proposals.
Bristol city and surrounding-area enquiries
Discuss projects in central Bristol, Clifton, Redland, Bedminster, Southville, Easton, Fishponds, Brislington, Horfield, Avonmouth and Shirehampton. For nearby locations outside the city boundary, including Filton, Patchway, Kingswood, Keynsham and Portishead, send the exact postcode and required service so scope, access and attendance can be confirmed. The relevant local authority and permissions depend on the site address.
Arrange the right Bristol service
Call 0330 433 9680 or email survey@asbestosSM.co.uk with the property details and intended work. This is a service-area page; appointments are arranged through ASM’s published contacts, without an advertised staffed Bristol branch.
Bulk testing through Sunderland
ASM’s bulk-analysis laboratory is at 9 Defender Court, Sunderland Enterprise Park, Sunderland, SR5 3PE. Call 0191 481 2231 or use the Sunderland laboratory information to agree submission. Do not travel to an assumed Bristol sample counter or send unarranged samples.

Asbestos Management Plan Bristol FAQs
Is an asbestos management plan a legal requirement?
Where Regulation 4 applies, the dutyholder must prepare a written plan setting out how asbestos risks will be managed, put it into action, monitor it and keep it under review.
Who is the asbestos dutyholder?
The dutyholder is the person or organisation with responsibility for maintenance or repair of the relevant premises, which may be an owner, landlord, employer or managing organisation.
Is a Management Survey the same as a management plan?
No. The survey provides inspection evidence. The management plan sets out the procedures, responsibilities and controls used to manage that evidence.
How often should the management plan be reviewed?
HSE requires the management plan to be monitored and reviewed every 12 months or sooner where necessary.
Do contractors need access to asbestos information?
Relevant asbestos location and condition information must be provided to people who may work on or disturb ACMs.
Are asbestos management plans UKAS accredited?
The management-plan document itself is not described as UKAS accredited. ASM holds UKAS 32982 for defined asbestos inspection and testing activities.
Does appointing ASM transfer the dutyholder’s responsibility?
No. Specialist assistance can support the management arrangements, but the dutyholder still needs to implement the plan, provide resources, communicate information and ensure actions are followed through.
How should a Bristol managing agent handle shared service routes?
Identify the responsible parties and make the asbestos information available before maintenance crosses the boundaries between units or common parts. Record who authorises access, checks survey adequacy and updates the register after work.
Should the plan change when a commercial unit is subdivided?
Yes. Review location references, responsibilities, occupation and proposed works. Keep existing material records traceable and arrange further investigation where alterations affect fabric beyond the existing survey scope.
Can I enquire about a site outside Bristol city?
Yes. Enquiries for nearby locations such as Filton, Patchway, Kingswood, Keynsham and Portishead are assessed against the exact address, required service, access and programme. These locations are not all within Bristol City Council’s area, and this page does not advertise a staffed branch in each town.
