Rear lanes and shared garage courts
Describe how the garage is reached and where a vehicle can safely stand. A narrow lane or shared court may affect sheet handling, equipment and segregation. Provide photographs from a safe ground-level position and explain other users’ access. Do not assume the route through a neighbouring plot is available without permission.
Adjoining sheets, gutters and structures
A garage block may share roof components, rainwater goods or structural boundaries. Confirm ownership and the exact removal extent before quotation. Identify attached linings or other suspect products separately; a result for the roof sheets does not identify every material in or around the garage.
Fragile roofs and the replacement stage
Do not climb on asbestos-cement sheets to measure, clear or prepare the roof. Agree the safe access method and how the supporting structure will be assessed. If a replacement roof is planned, establish who provides temporary protection and when the next contractor takes over, with each responsibility recorded in the scope.

The task, material condition and likely fibre release determine whether the work is ordinary non-licensed or NNLW.
Intact / weathered cement
HSE lists careful removal of asbestos cement roof sheeting without substantial breakage as non-licensed work, subject to suitable controls and competence.
Substantially damaged cement
Where sheets are significantly damaged or the method will substantially break them up and create significant dust or debris, NNLW requirements may apply.
Other asbestos materials
AIB, insulation or other higher-risk ACMs in the garage need separate assessment and can require a different work category.
Whole structure demolition
Where the whole garage is being demolished, consider whether a wider intrusive assessment is needed.

How do I know if my garage roof contains asbestos?
Older corrugated cement sheets can contain asbestos, but asbestos-free fibre cement can look similar. Professional sampling and laboratory analysis can confirm the material.
Is asbestos cement roof removal licensed work?
Careful removal without substantial breakage can be non-licensed work. Significantly damaged sheets or work that substantially breaks them up and creates significant dust can require NNLW controls.
Can workers walk on an asbestos cement roof?
No. HSE guidance treats asbestos cement roofs as fragile and they should not be relied upon to bear a person's weight.
Can asbestos sheets go in a normal skip?
