A reinspection revisits known or presumed ACMs rather than starting the building survey from zero. It checks condition, accessibility, vulnerability and whether management actions need updating.

Check whether room use or maintenance changes make the ACM more vulnerable.

Management action

Asbestos Surveying and Monitoring Ltd holds UKAS accreditation number 32982 for defined inspection activities to ISO/IEC 17020 and testing activities to ISO/IEC 17025. The current schedules define the accredited activities and locations. Bulk asbestos identification is undertaken at the Sunderland laboratory.

Accreditation applies to the organisation and its defined activities. Asbestos removal, preparation of management plans, watching briefs and soil remediation are not described as UKAS-accredited work.

Register updates

The asbestos register should describe the building as it exists now

HSE says the register must be kept up to date and the dutyholder's overall management plan reviewed every 12 months or sooner where necessary.

Individual ACM condition-monitoring arrangements should still reflect condition, vulnerability, access and likelihood of disturbance rather than applying one automatic interval to every material.

Stable references across room changes

Estate records can become difficult to use when rooms are renumbered or converted between teaching, office and residential uses. Supply both the old register and the current room schedule. Reinspection should make it clear whether a material has been reidentified, made inaccessible, removed with evidence or simply given a new location reference.

A change in use changes the context

A previously quiet store may become a workshop or busy accommodation support room. The material condition and the opportunity for disturbance both matter to management decisions. Explain changes in occupancy, maintenance or activities so the dutyholder can review priorities, rather than treating the visit as a date-stamping exercise.

Close out last year’s actions

Provide repair, encapsulation and removal records before the inspection. A missing item on an old plan should not disappear from the register without an explanation. Follow up newly inaccessible areas and overdue actions with named owners. A new refurbishment proposal remains a separate survey question even when the existing reinspection cycle is current.

Sound ACMs with suitable controls can remain managed in place.

Repair or protect

Damage or vulnerability may justify protection, encapsulation or another remedial measure.

Use the reinspection record to close actions

Confirm the deliverables when agreeing the commission, then review the information against the actual property or work scope.

  • Match each inspected item to its existing register reference.
  • Record current condition, photographs and any change in accessibility or use.
  • Separate verified completed removal or repair from work merely reported as complete.
  • Assign an owner and target date to new actions and unresolved access; update the management plan where the findings change the controls.

If a location, quantity or assumption is unclear, resolve it before the relevant maintenance or construction stage. Keep reports and completion evidence together so the next contractor can understand what was assessed, what changed and what still needs attention.

Prepare the estate records for reinspection

  • Supply the latest register and original survey, including limitations.
  • Give current room references and explain changes since the previous visit.
  • Attach evidence for completed repairs, removals and clearance where applicable.
  • List outstanding actions, access problems and changes to use or maintenance.

How often should asbestos be reinspected?

HSE requires the management plan to be reviewed every 12 months or sooner where necessary and the register kept current. Individual ACM condition checks should be scheduled according to condition, vulnerability, access and likelihood of disturbance rather than applying one automatic interval to every material.

Is reinspection the same as a new Management Survey?

No. Reinspection focuses on already recorded ACMs. A new or updated Management Survey may be needed where the underlying building information is inadequate.

Are known ACMs always resampled?

No. Known materials do not normally need repeated laboratory identification unless the information is unclear or a new suspect material requires testing.

What if condition has deteriorated?

Depending on circumstances the ACM may need repair, protection, encapsulation, removal or a changed monitoring arrangement.

What happens if an old asbestos entry cannot be located?

It should be recorded as unresolved and investigated against the earlier plans, photographs and work records. It should not be deleted or marked satisfactory solely because it was not found during the visit.

What if Oxford estate room numbers have changed?

Provide a cross-reference between old and current room identifiers before the visit. The report should retain a clear link to each material and record any unresolved location or access issue rather than silently losing the item.

Does a new academic year set the reinspection interval?

No. The review frequency should follow risk, material condition, disturbance potential and the management plan. Term dates may help arrange access, but damage, changes in use or new works can require earlier review.
