Asbestos is not the only hazard — asbestos cement roofs are fragile
HSE's asbestos-cement guidance warns that asbestos cement roofs are fragile and cannot bear weight. Work-at-height controls therefore need to be planned separately from the asbestos method.

Intact asbestos cement and badly damaged sheets can require different controls
The task, material condition and likely fibre release determine whether the work is ordinary non-licensed or NNLW.
Intact / weathered cement
HSE lists careful removal of asbestos cement roof sheeting without substantial breakage as non-licensed work, subject to suitable controls and competence.
Substantially damaged cement
Where sheets are significantly damaged or the method will substantially break them up and create significant dust or debris, NNLW requirements may apply.
Other asbestos materials
AIB, insulation or other higher-risk ACMs in the garage need separate assessment and can require a different work category.
Whole structure demolition
Where the whole garage is being demolished, consider whether a wider intrusive assessment is needed.

Rear garages and narrow approaches
Explain whether the garage is reached from a street, rear lane, shared courtyard or through a property. Provide roof dimensions and ground-level photographs where safe. The removal plan must consider how sheets and equipment reach the vehicle and how others are kept clear; the shortest walking route may not be a suitable materials-handling route.
Garage blocks and shared boundaries
Establish ownership, permission and whether roof sheets, gutters or adjoining structures cross into a neighbouring unit. A single-garage instruction needs an agreed boundary before work starts. Inform the contractor about access for other users and any possessions that prevent safe working inside or around the unit.
Coordinate the replacement separately
An asbestos-cement roof must be treated as fragile; do not climb onto it to measure or prepare the job. If a replacement is planned, agree temporary weather protection, the condition of the supporting structure and the handover between contractors. The asbestos removal quotation should make clear which of those additional building works are included.

How do I know if my garage roof contains asbestos?
Older corrugated cement sheets can contain asbestos, but asbestos-free fibre cement can look similar. Professional sampling and laboratory analysis can confirm the material.
Is asbestos cement roof removal licensed work?
Careful removal without substantial breakage can be non-licensed work. Significantly damaged sheets or work that substantially breaks them up and creates significant dust can require NNLW controls.
Can asbestos sheets go in a normal skip?
No. Asbestos waste requires suitable containment, transport and authorised disposal arrangements.
Is air monitoring always needed after garage roof removal?
No. It is not normally required for an appropriate small-scale intact cement-sheet task. It may be considered where damage, debris or another defined reassurance question exists.
Is garage roof removal UKAS accredited?

Can you quote from photographs taken at ground level?
