UKAS-accredited inspection and testing, with the scope kept clear
Asbestos Surveying and Monitoring Ltd holds UKAS accreditation number 32982 for defined inspection activities to ISO/IEC 17020 and testing activities to ISO/IEC 17025. The current schedules define the accredited activities and locations. Bulk asbestos identification is undertaken at the Sunderland laboratory.
Accreditation applies to the organisation and its defined activities. Asbestos removal, preparation of management plans, watching briefs and soil remediation are not described as UKAS-accredited work.

College accommodation and supporting buildings
Define the relevant common parts, work areas and service spaces across each building. Kitchens, maintenance stores, corridors and plant accommodation can sit under different access arrangements. Provide a controlled room list and identify who can arrange entry. The resulting register needs to be usable by both the estate office and people undertaking ordinary maintenance.
Small businesses and mixed ownership
In a Cowley or city-centre mixed-use property, lease and maintenance responsibilities should be clarified before instruction. A shop survey does not automatically cover the flat above, roof void or shared distribution services. Record what is included, what remains outside the instruction and which person must resolve those boundaries for the wider premises.
Normal use versus a changing work brief
A management survey supports occupation and foreseeable maintenance. If an Oxford tenant fit-out, plant upgrade or energy-improvement scheme starts opening concealed fabric, revisit the survey requirement against the drawings. The presence of an existing register does not establish that all materials affected by the new work have been investigated.
A Management Survey is not automatically suitable for refurbishment
Where contractors will open walls, remove ceilings, strip floors, alter services or access concealed construction, the affected area may need a suitably intrusive Refurbishment Survey.
Survey limitations and inaccessible areas should never be mistaken for confirmed asbestos-free locations.

What your management-survey information should provide
Confirm the deliverables when agreeing the commission, then review the information against the actual property or work scope.
- A clear property boundary and record of accessible inspected areas.
- Known or presumed asbestos locations, product descriptions, extent and condition, with linked samples where taken.
- A record of restrictions and areas that remain presumed pending further investigation.
- Material assessment and recommendations to support the register; the dutyholder contributes occupancy and activity information for management priorities.
If a location, quantity or assumption is unclear, resolve it before the relevant maintenance or construction stage. Keep reports and completion evidence together so the next contractor can understand what was assessed, what changed and what still needs attention.

Who needs a Management Survey?
It is commonly commissioned by Regulation 4 dutyholders including commercial owners, landlords, managing agents, employers, facilities teams, schools and healthcare estates.
Is a Management Survey the same as an asbestos management plan?
No. The survey provides inspection evidence. The management plan sets out responsibilities, monitoring, contractor controls and actions.
Does Regulation 4 apply to blocks of flats?
It can apply to relevant common parts of multi-occupancy domestic premises such as shared corridors, staircases, risers and plant areas.
Does a shop survey include the Oxford flat above it?
Only if that area is expressly within the agreed instruction and accessible for the relevant survey. Establish maintenance responsibilities and the scope for shared parts, roof spaces and services. A report for one unit should not be treated as a survey of the entire property.
Can a management survey support an Oxford college refurbishment?
It provides useful existing information, but may not cover concealed fabric affected by the new design. Review the works specification against the report and commission the appropriate refurbishment survey before intrusive work where required.
