Ask what has changed since the asbestos was first recorded

A reinspection revisits known or presumed ACMs rather than starting the building survey from zero. It checks condition, accessibility, vulnerability and whether management actions need updating.

Condition

Record visible deterioration, damage, surface treatment and evidence of disturbance.

Accessibility

Check whether room use or maintenance changes make the ACM more vulnerable.

Management action

Update priorities where repair, protection, removal or closer monitoring is appropriate.

UKAS-accredited inspection and testing, with the scope kept clear

Asbestos Surveying and Monitoring Ltd holds UKAS accreditation number 32982 for defined inspection activities to ISO/IEC 17020 and testing activities to ISO/IEC 17025. The current schedules define the accredited activities and locations. Bulk asbestos identification is undertaken at the Sunderland laboratory.

Accreditation applies to the organisation and its defined activities. Asbestos removal, preparation of management plans, watching briefs and soil remediation are not described as UKAS-accredited work.

Equipment and access changes

A material recorded above a workbench may become difficult to inspect after new equipment is installed. Explain layout changes before the visit and arrange suitable access. Record any new restriction clearly so the item remains under management rather than disappearing from the register because it could not be seen.

Repair evidence and completed actions

Provide records of encapsulation, repair or removal alongside the previous survey and register. Match them to the material identifiers. An entry should only be changed to reflect work that can be evidenced, with any uncertainty investigated. A completion date in a maintenance spreadsheet is not by itself a full explanation of what happened to the asbestos.

Responsibility during tenancy changes

When a workshop, shop or managed unit changes occupier, review the use and maintenance arrangements as well as material condition. Agree who takes ownership of outstanding actions. Reinspection does not replace an intrusive survey where the incoming occupier plans to alter fabric that the existing inspection did not reach.

Register updates

The asbestos register should describe the building as it exists now

HSE says the register must be kept up to date and the dutyholder's overall management plan reviewed every 12 months or sooner where necessary.

Individual ACM condition-monitoring arrangements should still reflect condition, vulnerability, access and likelihood of disturbance rather than applying one automatic interval to every material.

Use the reinspection record to close actions

Confirm the deliverables when agreeing the commission, then review the information against the actual property or work scope.

  • Match each inspected item to its existing register reference.
  • Record current condition, photographs and any change in accessibility or use.
  • Separate verified completed removal or repair from work merely reported as complete.
  • Assign an owner and target date to new actions and unresolved access; update the management plan where the findings change the controls.

If a location, quantity or assumption is unclear, resolve it before the relevant maintenance or construction stage. Keep reports and completion evidence together so the next contractor can understand what was assessed, what changed and what still needs attention.

Is reinspection the same as a new Management Survey?

No. Reinspection focuses on already recorded ACMs. A new or updated Management Survey may be needed where the underlying building information is inadequate.

Are known ACMs always resampled?

No. Known materials do not normally need repeated laboratory identification unless the information is unclear or a new suspect material requires testing.

What if condition has deteriorated?

Depending on circumstances the ACM may need repair, protection, encapsulation, removal or a changed monitoring arrangement.

What happens if an old asbestos entry cannot be located?

It should be recorded as unresolved and investigated against the earlier plans, photographs and work records. It should not be deleted or marked satisfactory solely because it was not found during the visit.

What if new machinery blocks access to a recorded material?

Plan suitable access where possible and record any remaining restriction. Keep the material in the management record until the uncertainty is resolved; inability to see it does not demonstrate removal.

Can a maintenance log prove an asbestos item was removed?

The record needs sufficient supporting evidence to identify the material and work completed. Supply relevant removal and completion documents, and investigate inconsistencies before changing the register.
