Management Asbestos Survey Leicester
Management asbestos surveys for Leicester businesses, managed property and relevant residential common parts. Establish a practical record of known or presumed asbestos, its condition and any restrictions so routine occupation and maintenance can be managed.
Identify ACMs that could be disturbed during normal occupation and foreseeable maintenance
HSE describes the main aim of a Management Survey as enabling the dutyholder to produce an asbestos register and management plan and manage ACMs during normal occupation and use.
Locate
Identify accessible known and presumed ACMs that could be damaged or disturbed during normal use and maintenance.
Record
Document location, material information, condition, sample references and relevant limitations.
Manage
Use the evidence to support the register, risk priorities and information supplied to people who may work on the building.
UKAS-accredited inspection and testing, with the scope kept clear
Asbestos Surveying and Monitoring Ltd holds UKAS accreditation number 32982 for defined inspection activities to ISO/IEC 17020 and testing activities to ISO/IEC 17025. The current schedules define the accredited activities and locations. Bulk asbestos identification is undertaken at the Sunderland laboratory.
Accreditation applies to the organisation and its defined activities. Asbestos removal, preparation of management plans, watching briefs and soil remediation are not described as UKAS-accredited work.

The duty to manage covers relevant non-domestic premises and common parts of multi-occupancy domestic premises. This can include offices, shops, factories, warehouses, schools, healthcare buildings and landlord-controlled communal areas.
Read ASM's Regulation 4 guide.

Three connected documents with different functions
A Management Survey is an evidence source, not the complete ongoing management system.
Management Survey
Provides inspection evidence within the commissioned scope.
Asbestos Register
The live record of known and presumed ACM locations, condition and current information.
Management Plan
The responsibilities, monitoring, contractor controls, actions and emergency arrangements used to manage risk.
Management information for Leicester workplaces and shared buildings
Workshops with changing layouts
Moving equipment or storage can expose previously inaccessible surfaces or change how often materials are approached. Explain routine maintenance tasks and the areas under your control. A useful management survey describes material locations clearly enough for the maintenance team to find them, with restrictions and recommended next actions visible in the record.
Retail premises and upper floors
A shop instruction should state whether it covers upper accommodation, common stairs, shared services or only the leased sales area. Identify the party responsible for the roof and structure. Do not rely on the property’s single street number as proof that one report covers every occupier or part of the building.
Managing materials versus approving alterations
The register supports normal use and foreseeable maintenance. If a Leicester business plans new extraction, a mezzanine alteration or a strip-out, check the proposed works against the survey’s depth and limitations. A current management report may still leave concealed fabric uninvestigated for that particular project.
A Management Survey is not automatically suitable for refurbishment
Where contractors will open walls, remove ceilings, strip floors, alter services or access concealed construction, the affected area may need a suitably intrusive Refurbishment Survey.
Survey limitations and inaccessible areas should never be mistaken for confirmed asbestos-free locations.
The Management Survey is the start of the live management cycle
Use later condition checks and the management plan to keep the original survey evidence current.
Reinspection
Review recorded ACM condition and update management actions without resurveying the building from the beginning.
Management plan
Translate the survey and register into responsibilities, contractor controls, actions and emergency arrangements.
What your management-survey information should provide
Confirm the deliverables when agreeing the commission, then review the information against the actual property or work scope.
- A clear property boundary and record of accessible inspected areas.
- Known or presumed asbestos locations, product descriptions, extent and condition, with linked samples where taken.
- A record of restrictions and areas that remain presumed pending further investigation.
- Material assessment and recommendations to support the register; the dutyholder contributes occupancy and activity information for management priorities.
If a location, quantity or assumption is unclear, resolve it before the relevant maintenance or construction stage. Keep reports and completion evidence together so the next contractor can understand what was assessed, what changed and what still needs attention.
Define your management-survey instruction
- The premises and common areas under your maintenance responsibility.
- Previous surveys, registers and records of remedial works.
- Typical maintenance activities and access to service spaces.
- The person who will own restrictions and implement the resulting actions.
Cost and programme follow the agreed survey scope
For budgeting, use the Leicester asbestos survey cost guide and its clearly labelled national reference figures. The final quotation depends on the number of buildings and rooms, required intrusion, sampling, safe access, occupation and report requirements.
Tell ASM about a purchase deadline, contractor start date or phased project before booking. Agree site attendance and report delivery separately, together with what happens if access is unavailable or the work boundary changes. Removal, analytical attendance and reinstatement are separate services unless the quotation expressly includes them.
Leicester city and surrounding Leicestershire enquiries
Discuss Leicester projects in the city centre, Belgrave, Highfields, Evington, Aylestone, Knighton, Stoneygate, Humberstone and the West End. For surrounding locations such as Oadby, Wigston, Birstall, Thurmaston, Syston, Glenfield, Anstey and Leicester Forest East, provide the exact postcode and service required. These enquiries are assessed against scope, access and programme; the wider urban area is not the same as Leicester City Council’s boundary.
Arrange your Leicester project
Call 0330 433 9680 or email survey@asbestosSM.co.uk with the site address and purpose. Leicester is a service area. Appointments are coordinated through ASM’s published contacts rather than an advertised staffed Leicester branch.

Management Asbestos Survey Leicester FAQs
What is a Management Asbestos Survey?
It is designed to identify ACMs that could be damaged or disturbed during normal occupation, routine maintenance and other foreseeable activities, supporting the asbestos register and management plan.
Who needs a Management Survey?
It is commonly commissioned by Regulation 4 dutyholders including commercial owners, landlords, managing agents, employers, facilities teams, schools and healthcare estates.
Is a Management Survey the same as an asbestos management plan?
No. The survey provides inspection evidence. The management plan sets out responsibilities, monitoring, contractor controls and actions.
Does Regulation 4 apply to blocks of flats?
It can apply to relevant common parts of multi-occupancy domestic premises such as shared corridors, staircases, risers and plant areas.
Does the survey cover both a shop and the flat above?
Only if both are included in the agreed scope. Identify private, commercial and communal areas, access arrangements and responsibility boundaries before the survey is priced.
Should a Leicester landlord survey tenant-controlled workshops too?
Clarify the maintenance responsibilities and agreed instruction. The building record should not contain gaps caused by each party assuming another has covered an area. Arrange appropriate access and separate instructions where required.
Does a register authorise installation of a new extraction system?
Not automatically. Check the complete route and disturbance against the survey depth and limitations. Concealed fabric may need a refurbishment survey before penetrations or installation begin.
Can I enquire about a site outside Leicester city?
Yes. Send the address and service required for a surrounding location such as Oadby, Wigston, Birstall, Thurmaston, Syston, Glenfield, Anstey or Leicester Forest East. ASM confirms attendance against scope, access and programme. The relevant council and permissions depend on the site address.
