Asbestos Reinspection Survey Derby — keep the register matched to the building

Review recorded asbestos at Derby premises and keep the register aligned with current conditions. Provide previous inspections, plans and evidence of repairs or removal. Reinspection should lead to clear actions where condition, occupation, access or location references have changed.

Ask what has changed since the asbestos was first recorded

A reinspection revisits known or presumed ACMs rather than starting the building survey from zero. It checks condition, accessibility, vulnerability and whether management actions need updating.

Condition

Record visible deterioration, damage, surface treatment and evidence of disturbance.

Accessibility

Check whether room use or maintenance changes make the ACM more vulnerable.

Management action

Update priorities where repair, protection, removal or closer monitoring is appropriate.

Keep Derby registers connected to the building today

Reinspection reviews the condition and management status of known or presumed asbestos already recorded in a register. For a Derby landlord or facilities team, the visit should also help reconcile changes in layout, occupation, access and completed work.

Send the current register, plans and previous inspection findings with evidence of removal, repair or encapsulation. Retain material identifiers so the new observation remains connected to the original evidence. A change of occupier should not erase the history of an unresolved entry.

Reinspection is not an initial survey of an undocumented building and does not provide the intrusive investigation required for a future refurbishment. If the records are inadequate or the planned work reaches uninspected fabric, agree the separate investigation needed.

The report should lead to decisions about condition changes, restrictions and actions. Ensure the findings reach the person who can arrange repairs, further access and contractor communication, with responsibility and completion evidence recorded.

Ask the property contact to assemble evidence of completed actions before attendance. A work order marked closed is not necessarily the supporting record for a removed or repaired material. Retaining the relevant completion information helps the reviewer reconcile the physical condition and register without guessing what earlier maintenance achieved.

The asbestos register should describe the building as it exists now

HSE says the register must be kept up to date and the dutyholder's overall management plan reviewed every 12 months or sooner where necessary.

Individual ACM condition-monitoring arrangements should still reflect condition, vulnerability, access and likelihood of disturbance rather than applying one automatic interval to every material.

See HSE register guidance.

Annual management review and individual ACM condition-monitoring frequency are related but not identical.

Update sooner after removal, repair, new survey information, accidental disturbance or changed use.

Reinspection, new survey or intrusive project survey?

Use the existing register and planned work to choose the correct route.

Reinspection

Known or presumed ACMs are already recorded and need condition review.

Management Survey

Existing information is missing or inadequate for normal occupation and foreseeable maintenance.

Refurbishment Survey

Intrusive alteration is planned and concealed building fabric will be disturbed.

Demolition Survey

Full or partial demolition requires highly intrusive pre-demolition information.

Turn changed condition into a clear action

Use the revised condition evidence to keep the management system practical and current.

Continue management

Sound ACMs with suitable controls can remain managed in place.

Repair or protect

Damage or vulnerability may justify protection, encapsulation or another remedial measure.

Remove

Removal can be appropriate where condition or future disturbance makes continued management unsuitable.

Keep Derby inspection records usable after operational changes

A maintenance shutdown has finished

Before reinspection, collect evidence of repairs, encapsulation and removal undertaken during the shutdown. Tie each record to a material reference and location. The reviewer can then distinguish a changed condition from completed remedial work and identify unsupported register changes.

Retain unresolved actions even when an internal work order is closed. A missing photograph or completion document should be chased rather than replaced with an assumption.

A workshop has been divided into units

New tenancies can change room names, access arrangements and maintenance responsibilities without changing the asbestos itself. Reconcile plans before attendance and identify keys or escorts for each unit. Assess whether changed use increases the likelihood of disturbance.

A condition review of recorded materials will not inspect every newly created concealed space. Where alterations have outgrown the previous survey boundary, commission the additional work required.

Records to send before attendance

  • The latest asbestos register and source survey reports.
  • Plans, photographs and unique material or sample identifiers.
  • Previous reinspection findings and unresolved access restrictions.
  • Repair, removal, waste and analytical records relevant to completed work.
  • Changes to occupation, room layout, planned maintenance or refurbishment.
  • Access contacts for each building, unit and restricted space.

Where records conflict, identify the uncertainty and agree how it will be resolved. A condition review is less useful if the inspected item cannot be confidently matched to the existing record.

Prepare the records before a Derby condition review

At an office that has changed tenants, compare the old survey plans with the current layout and prepare a room-reference crosswalk. For a working unit, note changes in racking, access, service enclosures and ancillary accommodation. These changes can affect how a material is located and how likely it is to be disturbed.

Keep current registers identifiable while retaining superseded reports as evidence. Unlabelled duplicate spreadsheets can leave a maintenance contractor using an old status even after a new inspection. Agree how the client will receive and distribute the revised information.

Provide completion records against the exact material entries they address. Partial removal or encapsulation is not the same as complete removal, and a material hidden behind new work should not be recorded as absent solely because it cannot be seen.

Ask the local site team about leaks, impact damage and recent alterations before attendance. Report significant concerns promptly rather than waiting for the programmed visit. The observations help direct the review but do not justify unsupported changes to analytical or removal evidence.

After reinspection, assign owners and dates for actions, including inaccessible entries and location discrepancies. Keep the information at the point where work is authorised so the updated register changes maintenance decisions rather than simply becoming another archived report.

Reinspection after a change of managing agent or occupier

When responsibility changes, assemble the source information before deciding that a condition visit alone will be sufficient. The incoming Derby managing agent needs the latest register, original survey, plans, previous reinspection and completed-work records. A spreadsheet without its supporting reports may leave the basis of an entry uncertain.

Check the property references and whether the named rooms still exist. Tenant fit-outs, partition changes and altered numbering can make it difficult to match a photograph or material entry to the present building. Retain the original identifier while recording the current reference so the history remains traceable.

During the review, separate a change in the material’s condition from a change in the likelihood that it will be disturbed. New maintenance access or use of a previously quiet area may affect management priorities even where the material looks unchanged. Conversely, confirmed repair or protection should be documented rather than assumed from appearance alone.

The output should distinguish inspected items, items not found or not accessed, discrepancies and actions requiring a decision. Agree who will investigate unresolved records and how they will be communicated to maintenance staff until the evidence is complete.

Set review frequency around the risk

Material condition checks should reflect condition, use and the likelihood of disturbance. A routine programme should also allow earlier review after damage, a leak, alteration or a change in occupancy. An annual visit should not be treated as permission to ignore changes between inspections.

The management plan itself should be reviewed at least every 12 months and sooner where circumstances change. Keep the distinction between reviewing the plan and deciding how frequently particular materials need inspection. See HSE management-plan guidance.

ASM can connect the findings to management-plan updates and identify where project-specific investigation is needed.

What a useful Derby condition review records

Find the same material again

Carry forward stable material identifiers and verify the physical location using plans and photographs. Changes in room names, storage or machinery can obscure older references. Record discrepancies rather than forcing a match. Where the material cannot be confidently located, retain an explicit action to reconcile the evidence.

Describe what has changed

Record visible deterioration, new damage, changed accessibility and alterations to the surrounding use. A relocated maintenance route or newly occupied area may change the chance of disturbance. The record should allow a facilities manager to distinguish a stable entry from one needing repair, protection, further investigation or another management response.

Close work against evidence

When removal or repair is reported, link the supporting records to the affected entry. Retain the history and update the current status. For a shutdown with many small work orders, reconcile each material action rather than accepting a single project-complete label. This provides a usable trail for subsequent inspections and contractor questions.

Turn observations into a programme

Allocate action owners and priorities, communicate urgent findings and agree the next review arrangements around risk. Record inaccessible locations and the steps needed to observe them. The resulting management information should explain what is known now and what remains to be done, with a route for updating the plan when circumstances change.

Asbestos Reinspection Survey Derby FAQs

What should a Derby agent supply after repairs or removal?

Provide the relevant completion evidence, previous register and current plans, with location references. Explain changes to room names or access. The reviewer can then reconcile recorded material and actions with the property rather than relying only on a maintenance ticket marked complete.

Should new damage wait until the next scheduled reinspection?

No. Report new damage or a significant change promptly through the management arrangements so the response can be assessed. A future routine date is not a reason to leave an immediate concern unresolved. Record the affected location, restrictions and action taken.

Is reinspection the same as a new asbestos survey?

No. It reviews recorded known or presumed materials. A new survey or additional investigation may be needed for missing areas, inadequate records or a different work purpose.

How often should asbestos be reinspected?

Choose a risk-based frequency reflecting condition and potential disturbance, with earlier checks when circumstances change. The management plan should set out the arrangements rather than relying on a universal interval for every item.

Do we need to sample each material again?

Not routinely where existing evidence and identification remain adequate. If identity, condition or records are uncertain, further investigation or sampling may be appropriate.

Can removed materials be deleted from the register?

Update the register using suitable completion evidence and retain a traceable history. Unsupported statements or missing records should be resolved before the item is treated as removed.

Can ASM take over an existing Derby portfolio register?

ASM can review the available records and agree a reinspection and update scope. Provide source surveys, plans, previous reviews and completed-work evidence.

Does reinspection cover a new fit-out?

Not automatically. Compare the planned disturbance with the existing survey evidence and arrange an appropriate refurbishment survey where concealed or uninspected fabric is affected.

Can you reinspect material in locked tenant areas?

Only with suitable permission and access. Provide contacts and agreed appointments before attendance. Any item that cannot be inspected must remain clearly identified as an outstanding limitation.

What if a recorded material cannot be found?

Check the location references, alterations and completed-work records. Do not automatically treat it as removed. Record the discrepancy and agree the investigation or documentary evidence needed to resolve it.

Can priorities change even if the asbestos looks the same?

Yes. New access, maintenance activity, occupancy or use can change the likelihood of disturbance. The condition findings should be considered alongside these circumstances when reviewing management actions.
