Appropriate lower-risk work can be completed by trained, competent ASM personnel where the regulatory criteria are met. Suitable assessment, planning, PPE/RPE, controlled techniques, hygiene and waste arrangements still apply.

Notifiable non-licensed work

Some work that does not require an asbestos licence is nevertheless NNLW because of the material, its condition or how it will be disturbed. ASM can undertake applicable NNLW with the relevant notification, medical and record-keeping arrangements.

You need adequate information about the material, location and extent before the removal scope can be properly determined. A single suspect product may only need professional sampling; refurbishment or demolition can require an appropriately intrusive survey.

Removal before refurbishment or demolition

Removal should connect directly to the work that follows it. Survey boundaries and removal scopes need to match the actual intrusive work so the contractor is not operating from incomplete information.

Analytical requirements

Air monitoring and four-stage clearance where required

Not every removal task needs air monitoring. Background, reassurance, leak, personal and clearance monitoring have different purposes and should be selected for the actual project.

Applicable licensed enclosure work requires the appropriate four-stage clearance before a Certificate for Reoccupation is issued. Analytical arrangements are established so the required accreditation and independence requirements are maintained rather than treating the removal contractor as simply signing off its own work.

Removal is not complete when the material leaves the building. Asbestos waste must remain controlled through packaging, labelling, transport and transfer to the authorised disposal route.

ASM and Flowing Construction Services maintain the applicable registered waste-carrier arrangements used for their respective activities within the Group, with appropriate hazardous-waste consignment documentation retained for the project.
