A Management Survey helps locate asbestos-containing materials that could be damaged or disturbed during normal occupation and foreseeable maintenance. The inspection can involve minor intrusion and sampling where appropriate. It is not restricted to a walk through the visible rooms, and it is not an automatic investigation of every concealed location a future refurbishment might reach. Set a usable boundary for a Coventry workplace

Workshop and ancillary spaces

Include offices, welfare rooms, stores and plant serving the production area where these are within the instruction. A shop-floor-only brief can leave routine maintenance in ancillary spaces unsupported.

Multi-occupied property

Identify landlord areas, each included unit, shared services and who can authorise access. Make separate responsibilities visible instead of assuming one tenant’s records cover the whole building.

Communal residential areas

List the common corridors, stairs, service cupboards and other agreed common parts. Explain whether individual dwellings are outside the instruction and how shared service routes will be addressed.

For a premises in Holbrooks or Foleshill, for example, routine access to a roof void or plant room may require escorts, permits or suitable equipment. These are access questions to settle before attendance, not reasons to describe an uninspected area as clear.

The survey, register and plan have different roles

ASM can help connect the survey to a management plan. The person responsible for the premises must keep the system in use, including sharing relevant information before maintenance or contractor work. A report left unread does not achieve that outcome.

Access limitations must remain visible

Supply plans, existing reports and information about locked rooms, high spaces, live services and operational hazards. Agree what access can be safely provided and how areas that cannot be inspected will be recorded. Uninspected areas need appropriate presumptions and controls until sufficient investigation is completed.

The report should identify the locations and reasons for restrictions. Arrange follow-up investigation where needed rather than allowing limitations to disappear when findings are copied into a register. A later design change may require a refurbishment survey even where a Management Survey already exists.

Use the findings to support actual maintenance tasks

The survey is most useful when a maintenance planner can relate its findings to the task being authorised. For a Coventry premises, agree understandable building and room names, material references and plans so a person unfamiliar with the original inspection can locate the relevant information.

If routine work involves service cupboards, roof access, ceiling voids or shared plant, explain this when scoping the inspection. The survey needs to consider foreseeable maintenance, while intrusive alteration outside that purpose may require a different investigation. Make this boundary clear to in-house teams and contractors.

  • Set condition checks and reinspection arrangements appropriate to the risk.

Does a Management Survey certify that a building has no asbestos?

No. It reports on the defined inspection, findings and limitations. Sample results, presumptions and uninspected areas must be read together; the report should not be treated as an unrestricted asbestos-free certificate.

What if the building changes after the survey?

Review the effect on the register and management plan. New layouts, altered services or planned intrusive work may need further investigation. Reinspection can review recorded material condition but does not automatically cover all new or concealed areas.
