UKAS-accredited inspection and testing, with the scope kept clear

Asbestos Surveying and Monitoring Ltd holds UKAS accreditation number 32982 for defined inspection activities to ISO/IEC 17020 and testing activities to ISO/IEC 17025. The current schedules define the accredited activities and locations. Bulk asbestos identification is undertaken at the Sunderland laboratory.

Accreditation applies to the organisation and its defined activities. Asbestos removal, preparation of management plans, watching briefs and soil remediation are not described as UKAS-accredited work.

Regulation 4

Who has the duty to manage?

HSE says the duty can fall on the building owner, landlord or person or organisation with clear responsibility for maintenance or repair of non-domestic premises and common parts of multi-occupancy domestic premises.

What the plan should contain

A site-specific management plan should be easy to find, update and use

The written plan should connect the register to real maintenance decisions and named responsibilities.

Responsible people

Name the person responsible for asbestos management and suitable deputies with authority to implement the plan.

Current register

Include or clearly reference the current register, site plans, known and presumed ACMs and uninspected areas.

Monitoring schedule

Define how ACM condition is checked and how changes feed into the register and actions.

Contractor controls

Explain how planned work is checked against asbestos information before disturbance.

Priority actions

Assign clear owners and timescales for repair, protection, further survey or removal.

Emergency procedure

State what staff should do if asbestos is unexpectedly damaged, drilled, broken or discovered.

Central information and local authorisation

An estate team may hold the register while departments or tenants arrange smaller jobs. Define who checks the information and approves work before a contractor reaches the building fabric. Shared plant and service routes need explicit ownership so the task is not passed between teams without resolution.

Control changes to research and accommodation space

Integrate equipment installation, room conversion and service alteration into the asbestos review process. Check the actual design against the existing survey and restrictions. Updating a room booking or asset register does not demonstrate that concealed fabric along a new route has been investigated.

Evidence-based updates and action closure

Retain completed work records and reconcile material references when rooms are renamed. Assign actions and review triggers to responsible roles, with a process for damage and unexpected finds. Contractors need the current relevant information, not merely access to an archive of reports of uncertain status.

Monitor and review

Review the management plan every 12 months — and sooner when necessary

HSE's duty-to-manage overview requires the plan to be monitored and reviewed every 12 months or sooner if necessary. It should also be updated after work affecting ACMs, changed responsibilities, accidental disturbance and scheduled condition checks.

Do not wait for the annual review after a significant building change.

Removal, repair, refurbishment, new asbestos findings and accidental damage should feed into the live system when they occur.

Arrange sampling or an intrusive survey where existing information is inadequate.

Put the plan into the maintenance workflow

Confirm the deliverables when agreeing the commission, then review the information against the actual property or work scope.

  • Keep the current register and plan accessible to the responsible people and contractors.
  • Name action owners, deputies, review dates and the process for authorising work.
  • Record completed actions with evidence and preserve unresolved items until closed.
  • Review after relevant change and at the planned interval; provide an emergency route that people can use when the manager is absent.

If a location, quantity or assumption is unclear, resolve it before the relevant maintenance or construction stage. Keep reports and completion evidence together so the next contractor can understand what was assessed, what changed and what still needs attention.

Make the plan usable across the estate

  • Central and departmental responsibility for each area.
  • Current register, restrictions and incomplete actions.
  • Work approvals, service changes and contractor information.
  • Review triggers, record updates and evidence of action closure.

Agree a project-specific quotation

The cost depends on the actual scope, available evidence, site access, reporting requirements and programme. Send the relevant survey, register, analytical records or investigation information before the commission is agreed. Identify which services are already appointed and who will authorise any additional work.

Agree the deliverables and exclusions in writing. Site support, repeat attendance, laboratory work, monitoring and follow-up reporting should be identifiable within the quotation so the client can compare equivalent proposals.

Is an asbestos management plan a legal requirement?

Where Regulation 4 applies, the dutyholder must prepare a written plan setting out how asbestos risks will be managed, put it into action, monitor it and keep it under review.

Who is the asbestos dutyholder?

The dutyholder is the person or organisation with responsibility for maintenance or repair of the relevant premises, which may be an owner, landlord, employer or managing organisation.

Is a Management Survey the same as a management plan?

No. The survey provides inspection evidence. The management plan sets out the procedures, responsibilities and controls used to manage that evidence.

How often should the management plan be reviewed?

HSE requires the management plan to be monitored and reviewed every 12 months or sooner where necessary.

Do contractors need access to asbestos information?

Relevant asbestos location and condition information must be provided to people who may work on or disturb ACMs.

Are asbestos management plans UKAS accredited?

The management-plan document itself is not described as UKAS accredited. ASM holds UKAS 32982 for defined asbestos inspection and testing activities.

Does appointing ASM transfer the dutyholder’s responsibility?

No. Specialist assistance can support the management arrangements, but the dutyholder still needs to implement the plan, provide resources, communicate information and ensure actions are followed through.

How should small departmental projects enter the Cambridge asbestos plan?

Require an information and survey-adequacy check before work is authorised. Identify the responsible person and ensure changed routes or hidden fabric are investigated where necessary.

Should room renumbering trigger a register update?

Yes. Maintain a clear connection between old records and current locations so contractors can identify the correct material. Resolve ambiguous references rather than silently losing items.
