UKAS-accredited inspection and testing, with the scope kept clear
Asbestos Surveying and Monitoring Ltd holds UKAS accreditation number 32982 for defined inspection activities to ISO/IEC 17020 and testing activities to ISO/IEC 17025. The current schedules define the accredited activities and locations. Bulk asbestos identification is undertaken at the Sunderland laboratory.
Accreditation applies to the organisation and its defined activities. Asbestos removal, preparation of management plans, watching briefs and soil remediation are not described as UKAS-accredited work.

Management surveys for Cambridge estate maintenance
Ordinary use and permitted maintenance
Explain the tasks routinely carried out by the premises team and the spaces they need to enter. A useful register links material locations to rooms and components, with clear restrictions. The survey should support day-to-day work decisions, not become a document that only the central estate office can interpret.
Shared facilities and separate occupiers
Clarify responsibility for common corridors, service cupboards, plant and separately occupied premises. An institutional name or estate address does not establish that one instruction covers every building. Record the boundaries and arrange the necessary access so separate teams do not leave gaps in the available information.
Changes in equipment or occupancy
A room’s use can change without obvious structural work. Review how equipment moves, increased maintenance or new access needs affect disturbance potential. When a proposed alteration reaches concealed fabric, check whether a refurbishment survey is required rather than relying solely on the management inspection.
A Management Survey is not automatically suitable for refurbishment
Where contractors will open walls, remove ceilings, strip floors, alter services or access concealed construction, the affected area may need a suitably intrusive Refurbishment Survey.
Survey limitations and inaccessible areas should never be mistaken for confirmed asbestos-free locations.

Use later condition checks and the management plan to keep the original survey evidence current.

Review recorded ACM condition and update management actions without resurveying the building from the beginning.

Translate the survey and register into responsibilities, contractor controls, actions and emergency arrangements.
What your management-survey information should provide
Confirm the deliverables when agreeing the commission, then review the information against the actual property or work scope.
- A clear property boundary and record of accessible inspected areas.
- Known or presumed asbestos locations, product descriptions, extent and condition, with linked samples where taken.
- A record of restrictions and areas that remain presumed pending further investigation.
- Material assessment and recommendations to support the register; the dutyholder contributes occupancy and activity information for management priorities.
If a location, quantity or assumption is unclear, resolve it before the relevant maintenance or construction stage. Keep reports and completion evidence together so the next contractor can understand what was assessed, what changed and what still needs attention.
Define the management inspection
- Maintenance responsibility for each building and shared area.
- Existing register, limitations and remedial-work evidence.
- Routine activities that may approach recorded materials.
- The person who will manage restrictions and follow-up actions.

Removal, analytical attendance and reinstatement are separate services unless the quotation expressly includes them.

Does Regulation 4 apply to blocks of flats?
It can apply to relevant common parts of multi-occupancy domestic premises such as shared corridors, staircases, risers and plant areas.
Does the survey cover both a shop and the flat above?
Only if both are included in the agreed scope. Identify private, commercial and communal areas, access arrangements and responsibility boundaries before the survey is priced.
Can separate departments use one Cambridge estate register?
Yes, provided information is current, locations are clear and responsibilities for checking and updating it are defined. The system must also account for shared services and areas controlled by others.
Does moving laboratory equipment require a survey review?
