UKAS-accredited inspection and testing, with the scope kept clear

Asbestos Surveying and Monitoring Ltd holds UKAS accreditation number 32982 for defined inspection activities to ISO/IEC 17020 and testing activities to ISO/IEC 17025. The current schedules define the accredited activities and locations. Bulk asbestos identification is undertaken at the Sunderland laboratory.

Accreditation applies to the organisation and its defined activities. Asbestos removal, preparation of management plans, watching briefs and soil remediation are not described as UKAS-accredited work.

Client handover of specialist spaces

For research or other controlled premises, agree what the client must clear, isolate or certify before asbestos work can start. Define the asbestos scope separately from other specialist hazards. The removal contractor needs an appropriate work area and information, not a general assurance that the building is ready.

Shared service routes and continuing occupation

An affected pipe or duct route may cross areas used by another department or residents. Include those interfaces in the access and segregation plan. Explain who authorises entry and who is informed of restrictions; a local work area does not establish that shared routes can stay in unrestricted use.

Return to the next stage of work

Specify the required completion documents, applicable clearance and finished condition before the installation team mobilises. Newly exposed suspect materials should trigger a review of the affected scope. Reoccupation or reinstatement must follow the agreed release process rather than a programme date alone.

Correct work category

Licensed, NNLW and non-licensed asbestos work are not interchangeable

The category cannot be selected from the material name alone. Asbestos type, condition, friability, task, duration, likely fibre release and work method must be assessed before the delivery route is confirmed.

Lower-risk when correctly controlled

Non-licensed asbestos work

Appropriate lower-risk work can be completed by trained, competent ASM personnel where the regulatory criteria are met. Suitable assessment, planning, PPE/RPE, controlled techniques, hygiene and waste arrangements still apply.

Notifiable non-licensed work

Some work that does not require an asbestos licence is nevertheless NNLW because of the material, its condition or how it will be disturbed. ASM can undertake applicable NNLW with the relevant notification, medical and record-keeping arrangements.

Do you need an asbestos survey first?

You need adequate information about the material, location and extent before the removal scope can be properly determined. A single suspect product may only need professional sampling; refurbishment or demolition can require an appropriately intrusive survey.

Construction projects

Removal before refurbishment or demolition

Removal should connect directly to the work that follows it. Survey boundaries and removal scopes need to match the actual intrusive work so the contractor is not operating from incomplete information.

Analytical requirements

Air monitoring and four-stage clearance where required

Not every removal task needs air monitoring. Background, reassurance, leak, personal and clearance monitoring have different purposes and should be selected for the actual project.

Applicable licensed enclosure work requires the appropriate four-stage clearance before a Certificate for Reoccupation is issued. Analytical arrangements are established so the required accreditation and independence requirements are maintained rather than treating the removal contractor as simply signing off its own work.

Asbestos waste management and project documentation

Removal is not complete when the material leaves the building. Asbestos waste must remain controlled through packaging, labelling, transport and transfer to the authorised disposal route.

ASM and Flowing Construction Services maintain the applicable registered waste-carrier arrangements used for their respective activities within the Group, with appropriate hazardous-waste consignment documentation retained for the project.

Waste is appropriately contained and labelled for the material and work being undertaken.

Controlled transport

Waste transport follows the applicable registered waste-carrier and authorised disposal arrangements.

Documented disposal

Applicable consignment and project documentation forms part of the completion record.

Agree completion evidence at the quotation stage

Confirm the deliverables when agreeing the commission, then review the information against the actual property or work scope.

  • The material, quantity and area included in the removal scope.
  • The assessed work category, delivering contractor and applicable notification arrangements.
  • Waste documentation and confirmation of the agreed controlled work and cleaning.
  • Analytical reports or Certificate for Reoccupation where applicable, plus exclusions, retained asbestos and reinstatement responsibilities.

If a location, quantity or assumption is unclear, resolve it before the relevant maintenance or construction stage. Keep reports and completion evidence together so the next contractor can understand what was assessed, what changed and what still needs attention.

ASM undertakes appropriate non-licensed and notifiable non-licensed asbestos work. Licensed asbestos removal is delivered through Flowing Construction Services within F&I Group. The material, condition, planned disturbance and risk assessment determine the work category; the job title or material name alone does not decide it.

Confirm the delivering contractor and current licence where licensed work is required. Where formal site clearance certification applies, the building owner or client should independently source and employ the analyst, in line with HSE guidance on putting the management plan into action.
