Reinspection for Norwich buildings with an existing asbestos record
Asbestos reinspection checks the condition and management status of materials already known or presumed to contain asbestos. For a Norwich dutyholder, it should also show whether the register remains usable after repairs, alterations, tenant changes or a transfer of management responsibility.
Provide the current register and plans, the last inspection and any records of removal, repair or encapsulation. Keep the original material references so new observations can be traced back to the evidence. A register entry should not lose its history merely because a room has a new name.
Reinspection does not replace an initial survey where reliable information is absent, or a suitable intrusive survey before refurbishment. If the inspector cannot reconcile a location or if the work will reach previously uninvestigated fabric, identify that separate requirement.
The output should support decisions about changed condition, access, protection and further action. Make sure it reaches the person who controls maintenance and can implement recommendations, not only the person who arranged the appointment.
UKAS 32982: inspection and testing, with a clear scope
Asbestos Surveying and Monitoring Ltd is listed by UKAS under number 32982 for inspection and testing. Accreditation applies to the defined activities and locations in the current ISO/IEC 17020 inspection and ISO/IEC 17025 testing schedules. Bulk asbestos identification is undertaken at the Sunderland laboratory.
Removal, management-plan preparation, watching briefs and remediation are not described as UKAS-accredited services. Ask for the current schedule and the applicable scope with your quotation. View Sunderland laboratory information.
Norwich alterations can change the usefulness of a register
A shop converted to a new layout, a subdivided office or a rental property with replacement services can be harder to navigate using an older asbestos plan. The material may be unchanged while access and the likelihood of disturbance have changed. Review the record against current occupation as well as the material’s appearance.
For city-centre property, identify whether upper floors, rear rooms or shared service spaces have changed hands since the previous visit. Access permissions and maintenance responsibilities may now sit with different people. The reinspection scope and the management arrangements should reflect those changes.
For commercial or communal premises around Norwich, keep concealed or inaccessible entries visible. A board that has been covered by new finishes should not be marked as absent simply because it is no longer directly visible. Record what could be checked and what remains unresolved.
If a recorded material cannot be found, investigate using the earlier photographs, plans and work records. Do not delete the entry without suitable evidence. Where new intrusive work is planned, arrange the appropriate survey rather than treating a condition visit as clearance for alteration.
Records to send before attendance
- The latest asbestos register and source survey reports.
- Plans, photographs and unique material or sample identifiers.
- Previous reinspection findings and unresolved access restrictions.
- Repair, removal, waste and analytical records relevant to completed work.
- Changes to occupation, room layout, planned maintenance or refurbishment.
- Access contacts for each building, unit and restricted space.
Where records conflict, identify the uncertainty and agree how it will be resolved. A condition review is less useful if the inspected item cannot be confidently matched to the existing record.
Prepare the Norwich register before the condition visit
For an older Norwich commercial building, collect the plans used by the original survey alongside the present layout. Mark new partitions, changed room names and service alterations. A short reference list linking old and current names can prevent material entries being lost when an occupier changes.
For a rental or communal-area programme, identify which spaces are included and who can arrange access. Provide the contact for each property, any resident notice requirements and known restrictions. Do not assume an inspector can enter individual accommodation simply because access to a common stair is available.
Include removal and repair evidence with the relevant material reference. Partial removal, coating or enclosure of a material should not be recorded as complete removal without supporting evidence. If the record is unclear, flag it as a question for review rather than editing it to a more convenient status.
Ask the site team about leaks, impact damage, changes in use and recent service work. Their observations can help prioritise attention, while significant new concerns should be assessed promptly instead of waiting for routine attendance. Keep reported concerns and completed actions connected to the property record.
After the visit, update the action list with an owner and review date. Supply the current information to maintenance staff and contractors who need it. Retain superseded records as history while making it clear which register is the version in use.
Reinspection findings should lead to clear actions
| Finding | Management response to consider |
|---|---|
| Material remains in suitable condition | Continue the agreed controls and record the next review. |
| New damage or deterioration | Assess urgency, restrict disturbance and arrange appropriate remedial advice. |
| Use or access has changed | Review disturbance potential, communication and protective arrangements. |
| Material cannot be inspected | Retain a clear limitation and arrange access or appropriate interim controls. |
| Removal is reported | Check supporting completion evidence and update the record accurately. |
| New works will disturb concealed fabric | Review the need for a refurbishment survey before the work starts. |
Reinspection after a change of managing agent or occupier
When responsibility changes, assemble the source information before deciding that a condition visit alone will be sufficient. The incoming Norwich managing agent needs the latest register, original survey, plans, previous reinspection and completed-work records. A spreadsheet without its supporting reports may leave the basis of an entry uncertain.
Check the property references and whether the named rooms still exist. Tenant fit-outs, partition changes and altered numbering can make it difficult to match a photograph or material entry to the present building. Retain the original identifier while recording the current reference so the history remains traceable.
During the review, separate a change in the material’s condition from a change in the likelihood that it will be disturbed. New maintenance access or use of a previously quiet area may affect management priorities even where the material looks unchanged. Conversely, confirmed repair or protection should be documented rather than assumed from appearance alone.
The output should distinguish inspected items, items not found or not accessed, discrepancies and actions requiring a decision. Agree who will investigate unresolved records and how they will be communicated to maintenance staff until the evidence is complete.
Set review frequency around the risk
Material condition checks should reflect condition, use and the likelihood of disturbance. A routine programme should also allow earlier review after damage, a leak, alteration or a change in occupancy. An annual visit should not be treated as permission to ignore changes between inspections.
The management plan itself should be reviewed at least every 12 months and sooner where circumstances change. Keep the distinction between reviewing the plan and deciding how frequently particular materials need inspection. See HSE management-plan guidance.
ASM can connect the findings to management-plan updates and identify where project-specific investigation is needed.

Asbestos Reinspection Norwich FAQs
What if the Norwich register uses room names from a previous occupier?
Provide the old and current plans and a reference list linking room names where possible. Keep the material identifiers traceable. A location that cannot be reconciled should be treated as unresolved and investigated, not deleted or marked satisfactory because it was not found.
Should a landlord report new damage before the next Norwich reinspection?
Yes. New damage or a significant change in use needs a prompt assessment of the response. A future routine inspection date is not a reason to defer an immediate concern. Record the restrictions, action taken and evidence against the relevant material entry.
Is reinspection the same as a new asbestos survey?
No. It reviews recorded known or presumed materials. A new survey or additional investigation may be needed for missing areas, inadequate records or a different work purpose.
How often should asbestos be reinspected?
Choose a risk-based frequency reflecting condition and potential disturbance, with earlier checks when circumstances change. The management plan should set out the arrangements rather than relying on a universal interval for every item.
Do we need to sample each material again?
Not routinely where existing evidence and identification remain adequate. If identity, condition or records are uncertain, further investigation or sampling may be appropriate.
Can removed materials be deleted from the register?
Update the register using suitable completion evidence and retain a traceable history. Unsupported statements or missing records should be resolved before the item is treated as removed.
Can ASM take over an existing Norwich portfolio register?
ASM can review the available records and agree a reinspection and update scope. Provide source surveys, plans, previous reviews and completed-work evidence.
Does reinspection cover a new fit-out?
Not automatically. Compare the planned disturbance with the existing survey evidence and arrange an appropriate refurbishment survey where concealed or uninspected fabric is affected.
Can you reinspect material in locked tenant areas?
Only with suitable permission and access. Provide contacts and agreed appointments before attendance. Any item that cannot be inspected must remain clearly identified as an outstanding limitation.
What if a recorded material cannot be found?
Check the location references, alterations and completed-work records. Do not automatically treat it as removed. Record the discrepancy and agree the investigation or documentary evidence needed to resolve it.
Can priorities change even if the asbestos looks the same?
Yes. New access, maintenance activity, occupancy or use can change the likelihood of disturbance. The condition findings should be considered alongside these circumstances when reviewing management actions.
