Asbestos removal in Manchester with the correct work category and controls

From one asbestos cement product to complex licensable work: ASM reviews the evidence, defines the scope, selects the appropriate contractor and analytical route, and coordinates waste and completion records.

Removal is not automatically the first or only answer. Condition, likelihood of disturbance, planned work and the ability to manage the material should be reviewed before deciding to remove, protect, encapsulate or leave it in place.

First decision

Remove, encapsulate or manage?

Remove

Often appropriate where asbestos is damaged, likely to be disturbed, obstructs planned work or cannot be protected and managed reliably.

Encapsulate or repair

A controlled remedial treatment may be suitable where material can remain, condition can be stabilised and future disturbance can be prevented.

Manage in place

Sound material can sometimes remain under an up-to-date register and management plan with communication, controls and risk-based condition checks.

The material name alone does not decide the route

Higher risk

Licensable work

Most higher-risk work, including relevant work on sprayed coatings, pipe insulation, loose fill and longer-duration AIB, must be undertaken by an HSE-licensed contractor and notified as required.

Additional duties

Notifiable non-licensed work

Some non-licensed work becomes NNLW because of material condition or the way it will be disturbed. Notification, medical surveillance and records may apply.

HSE NNLW guidance

Lower risk when controlled

Non-licensed work

Work can be non-licensed only where the regulatory criteria are met. It still requires competent people, a suitable risk assessment, plan of work, training, controls and waste arrangements.

HSE non-licensed guidance

ASM removal and UKAS scope are separate. UKAS accreditation number 32982 applies to the inspection and testing activities on the current schedules. It does not accredit asbestos removal. Licensable work is assigned to an HSE-licensed contractor.

Materials and projects commonly requiring a scoped response

Domestic and landlord work

Garage and shed roof sheets, soffits, flues, water tanks, floor tiles, textured coatings, service boxing and damaged panels in houses, flats and communal areas.

Commercial and industrial work

AIB fire protection, pipe insulation, plant components, ceiling systems, cladding, cement sheets, gaskets and residues in offices, shops, factories and warehouses.

Project route

From report review to documented handover

  1. 1

    Evidence

Review the survey or laboratory result, photographs, material condition, extent, dimensions and site constraints.

  2. 2

    Scope

Define work boundaries, category, access, enclosure or suppression, waste, analytical support, making good and exclusions.

  3. 3

    Plan

Use competent resources, the required licence and notifications, suitable RAMS, programme, isolations and occupant controls.

  4. 4

    Complete

Remove or remediate, package and consign waste, complete independent clearance where required and issue handover records.

Analytical independence

Air monitoring and four-stage clearance where required

The sampling strategy must match the project. Background, leak, personal, reassurance and clearance monitoring have different purposes. Relevant licensed enclosure work requires an independent four-stage clearance process before a Certificate of Reoccupation is issued.

Independent appointment

Analytical arrangements should preserve independence from the removing contractor. ASM’s testing and inspection scope should be checked against the current UKAS schedules for the required activity.

Manchester air monitoring

Clearance indicator

The 0.01 fibres/cm³ figure used in clearance testing is an analytical clearance indicator within the full assessment. It is not a general safe exposure limit and does not replace visual inspection or source control.

Waste and handover

Removal documentation should follow the material

  • Confirmed work scope and material locations
  • Risk assessment and plan of work
  • Licence and notification evidence where required
  • Access, enclosure and decontamination arrangements
  • Air-monitoring and clearance records where applicable
  • Hazardous-waste consignment documentation
  • Completion photographs and residual-material information
  • Updated asbestos register or management plan

In England, movements of asbestos waste require the appropriate hazardous-waste controls and consignment documentation. See the Environment Agency consignment-note guidance.

Accurate removal quote

Send the evidence that controls cost and method

  • Survey or test report showing material type and location
  • Current photographs and approximate dimensions or quantity
  • Property postcode, use and occupation
  • Condition, damage, debris and access information
  • Height, scaffolding, roof or confined-space requirements
  • Programme, phasing and working-hour restrictions
  • Whether replacement, reinstatement or decoration is required
  • Any tender specification, principal-contractor or permit requirements

Bonded asbestos cement removal

Cement products are normally lower risk when intact, but still require suitable controls, handling and waste arrangements.

Frequently asked questions

Manchester asbestos removal FAQs

Does all asbestos in a Manchester property need removal?

No. Material in good condition that is unlikely to be disturbed may sometimes be managed, protected or encapsulated. Removal is often appropriate when material is damaged, will be disturbed or cannot be managed reliably.

Who decides whether work is licensed?

The employer undertaking the work must determine the category from a suitable risk assessment. Material type, condition, friability, scale, duration and method all matter. Licensable work must use an HSE-licensed contractor.

Is asbestos removal UKAS accredited?

No. ASM’s UKAS accreditation number 32982 applies only to the defined inspection and testing activities and locations on its current schedules. Removal is a separate controlled activity.

Do I need a survey before removal?

You need adequate information to define the material, location and extent. A test may be enough for one known item, while refurbishment or demolition work may require a suitable intrusive survey before removal can be scoped.

When is four-stage clearance required?

It is used for relevant licensed asbestos-removal enclosure work. The independent process includes the preliminary check, thorough visual inspection, clearance air monitoring and final assessment after enclosure dismantling.

What paperwork should I receive?

Depending on the project, records can include the agreed scope, RAMS, notification and licence evidence, air and clearance certificates, waste consignment documentation, completion information and an updated asbestos record.

Can ASM quote removal from a photograph?

Photographs help but should be supported by a survey or test result, dimensions, condition, access and occupation information. Suspect material normally needs identification before a reliable removal scope can be issued.

What should I do if asbestos debris is found during work?

Stop the activity, prevent access and avoid sweeping or using a domestic vacuum. Keep the affected area undisturbed and seek competent advice on assessment, cleaning, sampling and air monitoring.
